This measure would designate the month of October 2018 as Women's Small Business Month and encourage all citizens to recognize the economic importance of women's small businesses in California.

This measure would urge our federal leaders and our nation to embrace the Treaty on the Prohibition of Nuclear Weapons, make nuclear disarmament the centerpiece of our national security policy, and spearhead a global effort to prevent nuclear war.
This measure would encourage the Legislature to engage in a coordinated effort to revise existing statutes and introduce new legislation with inclusive language by using gender-neutral pronouns or reusing nouns to avoid the use of gendered pronouns. The measure would also encourage state agencies to engage in similar efforts to use gender-neutral pronouns and avoid the use of gendered pronouns when drafting policies, regulations, and other guidance.
Existing law, the Sustainable Groundwater Management Act, requires all groundwater basins designated as high- or medium-priority basins by the Department of Water Resources that are designated as basins subject to critical conditions of overdraft to be managed under a groundwater sustainability plan or coordinated groundwater sustainability plans by January 31, 2020, and requires all other groundwater basins designated as high- or medium-priority basins to be managed under a groundwater sustainability plan or coordinated groundwater sustainability plans by January 31, 2022, except as specified. The act requires the boundaries of a basin to be as identified in a specified report of the department, unless other basin boundaries are established, as prescribed. This bill would divide the San Luis Rey Valley Groundwater Basin into an upper and lower subbasin, as prescribed, and would designate the subbasins as medium priority until the department reassesses basin prioritization. The bill would require water beneath the surface of the ground within the Upper San Luis Rey Valley Groundwater Subbasin to be included within the definition of groundwater for the purposes of the act by any groundwater sustainability agency developing or implementing a groundwater sustainability plan and would except from this requirement certain water beneath the surface of the ground extracted and used as authorized under an existing appropriative water right.
This measure would declare November 9, 2018, and each November 9 thereafter, as Dosan Ahn Chang Ho Day.
Existing law establishes various procedures applicable to criminal prosecutions. This bill would, with exceptions, prohibit a city, county, or city and county, including an attorney acting on behalf of a city, county, or city and county, from charging a defendant for the costs of investigation, prosecution, or appeal in a criminal case, including, but not limited to, a criminal violation of a local ordinance.
This measure would urge the President and the Congress of the United States to maintain the integrity of the Consumer Financial Protection Bureau to carry out its duties as intended to effectively protect consumers from abusive financial products and practices.
This measure would designate November 2018 as Diabetes Awareness Month and would, among other things, encourage individuals to seek screening to understand their diabetes risk.
This measure would proclaim June 21, 2018, as Asking Saves Kids Day.
This measure would call on our state Congressional Representatives to voice their concerns on the proposed fiscal cuts to programs created by the federal Housing and Community Development Act. The measure would also call on the President of the United States and the Secretary of Housing and Urban Development to protect and these programs, to veto any legislation to do so, and to work with the Congress to further protect these programs.
