Financial affairs: reports.

Existing law requires the officer of each local agency, who has charge of the financial records of the local agency, to furnish to the Controller a report of all the financial transactions of the local agency during the next preceding fiscal year within 90 days of the close of each fiscal year, or within 110 days if the report is furnished in an electronic format. Existing law requires the report to include, among other things, the annual compensation of a local agency's elected officials, officers, and employees, as specified. This bill would require the report to contain underlying data from audited financial statements, as specified, if this data is available. This bill would extend the amount of time in which the report is required to be furnished to the Controller from 90 days to seven months. The bill would also require information regarding the annual compensation of a local agency's elected officials, officers, and employees, as specified, to be submitted to the controller no later than April 30th after the end of the calendar year. Existing law requires the Controller to, among other things, compile and publish reports of the financial transactions of each county, city, and special district, as specified, on or before August 1, September 1, and October 1, respectively, of each year. This bill would instead require the Controller to compile and publish reports of the financial transactions of each county, city, and special district on or before November 1 of each year.

Relative to Philippine Independence Day.

This measure would recognize June 12, 2015, as the 117th Anniversary of Philippine Independence and would call upon the people of the state to observe the month of June with appropriate ceremonies, programs, and activities.

Relative to the Robin Williams Tunnel.

This measure would designate the Waldo Tunnel on State Highway Route 101 between postmile 0.885 and postmile 1.074 in the County of Marin as the Robin Williams Tunnel. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

School transportation: apportionments.

Existing law authorizes school districts and county superintendents of schools to provide transportation services to pupils. Existing law, among other things, requires each school district or county office of education that provides transportation to receive the same home-to-school and special education transportation allowances that it received in the prior fiscal year and prohibits the transportation allowances from exceeding the prior year's approved transportation costs, increased by the amount provided in the annual Budget Act. This bill would, notwithstanding any other law, require the Superintendent of Public Instruction, for the 2015–16 fiscal year to the 2021–22 fiscal year, inclusive, to apportion to each school district, county office of education, entity providing services under a school transportation joint powers agreement, or a regional occupational center or program that provides pupil transportation services, an amount equal to a specified annually increasing percentage of its approved transportation costs for the prior fiscal year or 100% of its school transportation apportionment for the 2014–15 fiscal year, annually adjusted as specified, whichever is greater. The bill would provide that implementation of its provisions is subject to an appropriation being made for purposes of those provisions in the annual Budget Act or another statute.

Relative to Asthma Awareness Month.

This measure would designate the month of May 2015 as Asthma Awareness Month in order to increase awareness and understanding about asthma and educate those with the disease on the treatments available and the methods of preventing attacks.

Relative to California Fairground Appreciation Month.

This measure would designate June 2015 as California Fairground Appreciation Month and commend the directors, volunteers, staff, local agencies, and nonprofits, as well as the Californians who support and attend fairground events.
