This measure would respectfully request that the Congress of the United States take immediate action to extend the federal investment tax credit in Sections 48 and 25D of Title 26 of the United States Code.
This measure would recognize July 25, 2015, as the National Day of the Cowboy, and would encourage the people of the State of California to observe the day with appropriate ceremonies and activities.
This measure would urge the President and the Congress of the United States to enact the Chronic Kidney Disease Improvement in Research and Treatment Act of 2015.
Existing law, the Safe, Reliable High-Speed Passenger Train Bond Act for the 21st Century, approved by the voters as Proposition 1A at the November 4, 2008, general election, provides for the issuance of general obligation bonds in the amount of $9 billion for high-speed rail purposes and $950 million for other related rail purposes. Article XVI of the California Constitution requires measures authorizing general obligation bonds to specify the single object or work to be funded by the bonds and further requires a bond act to be approved by a 23 vote of each house of the Legislature and a majority of the voters. This bill would provide that no further bonds shall be sold for high-speed rail purposes pursuant to the Safe, Reliable High-Speed Passenger Train Bond Act for the 21st Century, except as specifically provided with respect to an existing appropriation for high-speed rail purposes for early improvement projects in the Phase 1 blended system. The bill, subject to the above exception, would require redirection of the unspent proceeds from outstanding bonds issued and sold for other high-speed rail purposes prior to the effective date of these provisions, upon appropriation, for use in retiring the debt incurred from the issuance and sale of those outstanding bonds. The bill, subject to the above exception, would also require the net proceeds of bonds subsequently issued and sold under the high-speed rail portion of the bond act, upon appropriation, to be made available to the Department of Transportation for repair and new construction projects on state highways and freeways, and for repair and new construction projects on local streets and roads, as specified. The bill would make no changes to the authorization under the bond act for the issuance of $950 million in bonds for rail purposes other than high-speed rail. These provisions would become effective only upon approval by the voters at the June 7, 2016, statewide primary election.
This measure would declare June 1, 2015, as Disneyland Day in recognition of the 60th anniversary of Disneyland.
This measure would proclaim the month of October 2015 as "Breast Cancer Awareness and Prevention Month."
This measure would provide that the Legislature stands in moral and legal objection to the ballot measure proposing to enact the Sodomite Suppression Act, and to any other ballot measure that seeks to inflict harm on innocent persons or diminish current civil rights protections. This measure also would provide that the Legislature calls upon the residents of the State of California to reject bigotry and hate speech.
This measure would encourage all California municipalities to reexamine regulations surrounding mandatory fire suppression ordinances.
This measure would proclaim August 4, 2015, as National Night Out in California and would urge the people of California to observe and participate in National Night Out.
This measure would declare the week of September 13, 2015, through September 19, 2015, and the third week of September every year thereafter, as provided, as Sierra Nevada Watershed Protection Week. The measure would applaud public schools that include watershed protection in the Sierra Nevada Region as part of their outdoor education curriculum whenever possible during the month of September. The measure would also commend state, federal, and local agencies, along with nongovernmental organizations for working cooperatively to achieve the goal of increasing the pace and scale of watershed and forest restoration in the region with the Sierra Nevada Conservancy playing a key role in the development of a plan and program to address these issues.
