This measure would proclaim September 25, 2022, as Gold Star Mothers' and Families' Day in California.

This measure would declare and recognize that the state is currently suffering a supply chain crisis. The measure would urge the state's public agencies, departments, and local governments to provide all due and proper assistance to carriers, cargo owners, public seaports, terminals, workers, and facilities to facilitate the essential service of delivering goods to Californians.

This measure would recognize August 15, 2022, as India's Independence Day and urge all Californians to join in celebrating India's independence.

This measure would declare August 2022 as Valley Fever Awareness Month.

This measure would declare the month of September 2022 as California Emergency Preparedness Month.

Existing law establishes within the Natural Resources Agency the Department of Parks and Recreation, which controls the state park system. Existing law provides a process for the establishment of recreation and park districts. Existing law authorizes a recreation and park district to accept any revenue, money, grants, goods, or services from any federal, state, regional, or local agency or from any person for any lawful purpose of the district. This bill would, to the extent not in conflict with the terms of an existing park grant program or applicable bond act, or the requirements of any other funding source, for any grant application submitted on and after January 1, 2023, prohibit the Department of Parks and Recreation, or any other state agency, from awarding any grant funds to a grant applicant for purposes of constructing or rehabilitating a playground or play structure, unless the playground or play structure that is proposed for construction or rehabilitation complies with the United States Department of Justice's 2010 ADA Standards for Accessible Design. The bill would, to the extent not in conflict with the terms of an existing park grant program or applicable bond act, or the requirements of any other funding source, for any grant application submitted on and after January 1, 2024, prohibit the Department of Parks and Recreation, or any other state agency, from awarding any grant funds to a grant applicant for purposes of constructing or rehabilitating a playground or play structure, unless the playground or play structure that is proposed for construction or rehabilitation complies with the United States Department of Justice's 2010 ADA Standards for Accessible Design and the standards to be adopted by the Department of Parks and Recreation on or before January 1, 2024, as provided.

Existing law establishes the Governor's Office of Business and Economic Development, which is administered by a director appointed by the Governor. The office serves the Governor as the lead entity for economic strategy and the marketing of California on issues relating to business development, private sector investment, and economic growth. This bill would establish, within the office, the California Aerospace Commission consisting of 15 members, as specified, to serve as a central point of contact for businesses engaged in the aerospace industry and to support the health and competitiveness of this industry in California. The bill would require the commission to make recommendations to the Legislature, the Governor, the Governor's Office of Business and Economic Development, and other other state agencies on legislative and administrative actions that may be necessary or helpful to maintain and improve the state's aerospace industry. The bill would authorize the commission to engage in various other activities in undertaking its mission and responsibilities, as specified. This bill would require the commission to have offices contained within existing operations of the office, with specified exceptions. The bill would also require that funds received by the commission be deposited in the Aerospace Account, which the bill would establish within the California Economic Development Fund, to be used by the commission upon appropriation by the Legislature. The bill would preclude any actions by the office relating to the commission until a determination is made and reported regarding the sufficiency of nonstate funds received. The bill would require the commission to be funded through nonstate moneys, unless the Legislature appropriates moneys for purposes of the bill's provisions in the annual Budget Act or another statute. The bill would repeal its provisions on January 1, 2027.
