This measure would designate the week of February 24, 2020, to March 1, 2020, as Eating Disorders Awareness Week.
Existing law requires the Commission on Teacher Credentialing to, among other duties, establish standards for the issuance and renewal of credentials, certificates, and permits. Existing law prohibits the commission from issuing a credential, permit, or certificate, or renewing an emergency credential, unless the credentialholder has demonstrated proficiency in basic reading, writing, and mathematics skills in the English language, as provided. Existing law requires the commission to issue a preliminary multiple subject, single subject, or education specialist teaching credential to an out-of-state applicant who satisfies specified requirements. Existing law requires an out-of-state applicant who holds one of those credentials to meet the basic skills proficiency requirement described above within one year of the date the credential is issued or the credential becomes invalid. This bill would require an out-of-state applicant who has relocated to California due to orders received from a branch of the United States Armed Forces that require the applicant's spouse, domestic partner, or partner under any other legal union to relocate to California to meet the basic skills proficiency requirement described above within 2 years of the date the credential is issued or the credential becomes invalid.
Existing law prohibits a person from carrying a concealed firearm. Existing law authorizes the sheriff of a county, or the chief or other head of a municipal police department, if good cause exists for the issuance, and subject to certain other criteria, to issue a license to carry a concealed firearm. This bill would authorize a city council or county board of supervisors to declare that city or county to be a jurisdiction in which persons may carry a concealed firearm in compliance with a valid license to carry a concealed firearm that was issued by another state, as specified. The bill would exempt a person from the prohibition on carrying a concealed firearm if they are carrying a concealed firearm in a jurisdiction that has made the declaration above and they are carrying that firearm in compliance with a valid license to carry a concealed firearm that was issued by another state.
The California Global Warming Solutions Act of 2006 designates the State Air Resources Board as the state agency charged with monitoring and regulating sources of emissions of greenhouse gases. The act authorizes the state board to include the use of market-based compliance mechanisms. Existing law requires all moneys, except for fines and penalties, collected by the state board as part of a market-based compliance mechanism to be deposited in the Greenhouse Gas Reduction Fund and to be available upon appropriation. Existing law authorizes the Department of Forestry and Fire Protection to administer various programs, including grant programs, relating to forest health and wildfire protection. Existing law states that a specified amount is to be annually appropriated, through the 2023–24 fiscal year, from the Greenhouse Gas Reduction Fund to the department in the annual Budget Act for specified healthy forest and fire prevention programs and projects. Under existing law, the 2019–20 annual Budget Act appropriated $165,000,000 to the department, with at least $5,000,000 to be made available to the California Conservation Corps, as specified. This bill would appropriate $330,000,000 for the 2020–21 fiscal year from the Greenhouse Gas Reduction Fund, as specified, to the department for specified healthy forest and fire prevention programs and projects that improve forest health and reduce greenhouse gas emissions caused by uncontrolled wildfires, with not less than $10,000,000 for the California Conservation Corps' fire prevention projects and activities in, or adjacent to, the state responsibility areas.
The Personal Income Tax Law and the Corporation Tax Law, in modified conformity with federal income tax laws, provide for particular treatment of regulated investment companies, as specified, including by authorizing a regulated investment company to pay exempt-interest dividends to its shareholders if, at the close of each quarter of its taxable year, at least 50 percent of the value of its total assets consists of obligations that, when held by an individual, the interest therefrom is exempt from taxation by this state. This bill would authorize a regulated investment company to pay exempt-interest dividends to its shareholders without requiring 50 percent of the value of its total assets to be constituted as described above. This bill would take effect immediately as a tax levy.
Existing law requires a report required or requested by law to be submitted by a state or local agency to the Members of either house of the Legislature, generally, to be submitted in a specified manner, including a requirement that a report submitted by a state agency be posted on the state agency's internet website. This bill would additionally require a state agency to post on its internet website any report, as defined, that the state agency submits to a committee of the Legislature.
This measure would declare March 5, 2020, as Family Justice Center Day in California and would recognize the lifesaving and hope-giving work of the California Family Justice Center Network and its member Family Justice Centers as they work with rape crisis centers, domestic violence shelters, human trafficking agencies, prosecutors' offices, law enforcement agencies, and other professionals and community-based organizations to ensure that adult and child survivors of trauma can access all of their services in one setting.
Existing law generally provides limits for the gross weight imposed upon the highway by the wheels on any one axle or any group of 2 or more axles, as specified. Existing law provides different limits for vehicles transporting loads consisting of logs and for buses, as specified. Existing law makes an exception to weight limits imposed on the highway for vehicles that transport cotton in certain circumstances during certain months of the year, as specified. This bill would provide an exemption from the prescribed weight limits imposed on the highway for a United States Army Heavy Equipment Transporter engaged in the transport of an M1 Abrams tank between Fort Irwin, California, Barstow-Daggett Airport, Daggett, California, and Marine Corps Logistics Base, Barstow, California along a route that includes Fort Irwin Road, Yermo Cut-Off, Ghost Town Road, Daggett-Yermo Road, and National Trails Highway.
