Relative to Alzheimer's and Brain Awareness Month and The Longest Day.

This measure would recognize the month of June 2017 as Alzheimer's and Brain Awareness Month, would recognize Wednesday, June 21, 2017, as The Longest Day in California, and would urge all Californians to wear purple on this day to help spread global awareness of the Alzheimer's Association's vision of a world without Alzheimer's disease.

Department of General Services: contracts: electronic submission

Existing law establishes the Department of General Services to provide centralized services including, but not limited to, planning, acquisition, construction, and maintenance of state buildings and property; purchasing; printing; architectural services; administrative hearings; government claims; and accounting services. The State Contract Act generally requires that projects be under the charge and control of the department, except for projects under the jurisdiction of other specified departments. This bill would require the department to develop procedures authorizing the submittal of electronic signatures and documents by all parties on contracts that are covered by the State Contracting Manual.

Relative to the 4th of July.

This measure would state the intent of the Legislature to take the opportunity preceding July 4, 2017, to recognize and celebrate July 4, 2017, and the 241st anniversary of the birth of our great nation and the signing of the Declaration of Independence that this day represents.

A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Sections 1 and 2 of Article XIII C thereof, relating to local government.

The California Constitution conditions the imposition of a general tax by a local government upon the approval of a majority of its voters voting on the tax. The California Constitution requires the election for the vote on a general tax to be consolidated with a regularly scheduled election for members of the governing body of the local government, except in cases where the members of the governing body of the local government, by a unanimous vote, declare an emergency. The California Constitution conditions the imposition of a special tax by a local government upon the approval of 23of the voters voting on the tax. The California Constitution defines "local government" for these purposes to mean any county, city, city and county, including a charter city or county, any special district, or any other local or regional governmental entity. This measure would specify that the electorate exercising its initiative power is within the definition of "local government."

Relative to Opportunity Youth Reengagement Month.

This measure would recognize the month of August 2017 as Opportunity Youth Reengagement Month, and state the intent of the Legislature to encourage the expansion of schools authorized to specifically reengage "opportunity youth" 16 to 24 years of age by developing recommendations for a statewide student reengagement strategy and identifying the cost of the strategy compared to the cost of inaction; authorizing systems for accountability to students, parents, and families through transparency, active engagement, and outreach strategies; and highlighting, promoting, and uplifting evidence-based practices for successful student reengagement efforts that maintain multiple measures for evaluation of student success.

Relative to the National Aeronautics and Space Administration.

This measure would urge the President and the Congress of the United States to continue to place an emphasis on increasing funding to NASA's budget and encouraging the expansive use of public-private partnerships to propel the industry forward into the next generation of advancement.
