Relative to California Fairground Appreciation Month.

This measure would designate June 2016 as California Fairground Appreciation Month and commend the directors, volunteers, staff, local agencies, nonprofits, and Californians who support and attend fairground events.

Relative to the Richard "Dick" Noles Memorial Highway.

This measure would designate a specified portion of State Route 168 in the County of Inyo as the Richard "Dick" Noles Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.

Relative to the American Flag.

This measure would declare that the American flag is an inseparable part of California's rich history, tradition, and culture, that it represents the values of freedom and liberty, and would call upon the state and local governments to prohibit any government entity in the state from banning the American flag from public property.

Denti-Cal program: reimbursement rates.

Existing law provides for the Medi-Cal program, which is administered by the State Department of Health Care Services, under which qualified low-income individuals receive health care services. The Medi-Cal program is, in part, governed and funded by federal Medicaid program provisions. Existing law provides for a schedule of benefits provided under the Medi-Cal program, which includes certain dental services that are referred to as Denti-Cal. This bill would require the State Department of Health Care Services to increase Denti-Cal provider reimbursement rates for the 15 most common prevention, treatment, and oral evaluation services to the regional average commercial rates, effective January 1, 2017.

California Renewables Portfolio Standard Program: electrical transmission planning.

Existing law relative to electrical restructuring, within the Public Utilities Act, establishes the Independent System Operator to ensure the efficient use and reliable operation of the electric transmission grid. The California Renewables Portfolio Standard Program requires the Public Utilities Commission (PUC) to establish a renewables portfolio standard requiring all retail sellers, as defined, to procure a minimum quantity of electricity products from eligible renewable energy resources, as defined, so that the total kilowatthours sold to their retail end-use customers achieves 25% of retail sales by December 31, 2016, 33% by December 31, 2020, 40% by December 31, 2024, 45% by December 31, 2027, and 50% by December 31, 2030. The program additionally requires each local publicly owned electric utility, as defined, to procure a minimum quantity of electricity products from eligible renewable energy resources to achieve the procurement requirements established by the program. The Renewable Energy Transmission Initiative is a statewide initiative to help identify transmission projects to accommodate the state's renewable energy goals. This bill would require the Independent System Operator, when undertaking transmission planning activities, to take into account a specified report relating to solar photovoltaic system development in the San Joaquin Valley and specified principles of transmission corridor planning developed by the State Energy Resources Conservation and Development Commission (Energy Commission) . The bill would require the Energy Commission, the PUC, and the Independent System Operator, when undertaking activities as part of the Renewable Energy Transmission Initiative, to take into account the above-specified report and principles.

State-designated fairs: funding.

Existing law establishes the Fair and Exposition Fund to, among other things, allocate moneys for the support of the network of California fairs. The balance of moneys in that fund, after appropriation by the Legislature for specified oversight and auditing costs, are continuously appropriated for capital outlay for specified fair projects. Existing sales and use laws impose taxes on retailers measured by the gross receipts from the sale of tangible personal property sold at retail in this state, or on the storage, use, or other consumption in this state of tangible personal property purchased from a retailer for storage, use, or other consumption in this state measured by sales price, and requires that revenues, less refunds, derived from a specified rate of that tax be transferred to specified funds and then the balance to the General Fund. This bill would require a tax return filed for the purposes of the Sales and Use Tax Law to segregate the gross receipts of the seller and the sales price of the property on a form prescribed by the State Board of Equalization when the place of sale or use in this state is on or within the real property of a state-designated fair, as defined, which excludes any fair located in the County of Los Angeles, or any real property of a state-designated fair that is leased to another party. The bill would require, except as specified, that 30% of all revenues, less refunds and costs of administration, derived from those segregated sales and use tax amounts that would have been deposited into the General Fund instead be deposited into the Fair and Exposition Fund and continuously appropriated for allocation by the Secretary of Food and Agriculture for specified fair projects and subject to certain conditions. The bill would repeal these provisions on January 1, 2022.

Veteran farmers and ranchers.

Existing law establishes the Labor and Workforce Development Agency and provides that the agency consists of, among other entities, the California Workforce Investment Board, the Employment Development Department, and the Employment Training Panel. Existing law establishes within state government a Department of Veterans Affairs and a Department of Food and Agriculture. Existing law provides for a variety of state benefits to veterans, including those relating to educational assistance and farm and home purchases, as specified. This bill would require state departments, including, but not limited to, the Department of Food and Agriculture, the Labor and Workforce Development Agency, and the Department of Veterans Affairs, to develop, by July 1, 2017, a New Veteran Farmer and Rancher Outreach and Assistance Plan to disseminate information to veterans in California about, among other things, federal and state veteran agricultural education, training, and other assistance programs, as provided. The bill would authorize other public or private sector resources to be included in that dissemination. The bill would also make findings and declarations in this regard.

Personal Income Tax Law: gross income exclusion: Olympic and Paralympic Games.

The Personal Income Tax Law provides for various exclusions from gross income, including a reward from a crime hotline. This bill, for taxable years beginning on or after January 1, 2016, and before January 1, 2021, also would exclude from gross income the value of any medal given by the International Olympic Committee or the International Paralympic Committee, and any prize money or honoraria received from the United States Olympic Committee, on account of either the Olympic Games or the Paralympic Games. This bill would take effect immediately as a tax levy.
