The Alcoholic Beverage Control Act, administered by the Department of Alcoholic Beverage Control, regulates the sale and distribution of alcoholic beverages and the granting of licenses for the manufacture, distribution, and sale of alcoholic beverages within the state. The act also provides for a limitation on the amount of on-sale general licenses that may be issued by the department based on the population of the county in which the licensed premises are located, as provided. This bill would provide an exception to this limitation for the County of Inyo, as specified. This bill would make legislative findings and declarations regarding the necessity of a special statute.

Existing law, the Assisted Outpatient Treatment Demonstration Project Act of 2002, known as Laura's Law, until January 1, 2017, grants each county the authority to offer certain assisted outpatient treatment services for their residents by adoption of a resolution or through the county budget process and by making a finding that no mental health program, as specified, may be reduced as a result of implementation. Under that law, participating counties are required to provide prescribed assisted outpatient services, including a service planning and delivery process, that are client-directed and employ psychosocial rehabilitation and recovery principles. Existing law authorizes participating counties to pay for the services provided from moneys distributed to the counties from various continuously appropriated funds, including the Local Revenue Fund and the Mental Health Services Fund when included in a county plan, as specified. Existing law requires the State Department of Health Care Services to submit a report and evaluation of all counties implementing any component of these provisions to the Governor and the Legislature by July 1, 2015. This bill would extend the operation of the program until January 1, 2022, and would delete that reporting requirement. By extending the authorization to pay for the services using moneys from various continuously appropriated funds, the bill would make an appropriation. Existing law requires a county that operates an assisted outpatient treatment program pursuant to these provisions to provide data to the department, and requires the department to report to the Legislature on or before May 1 of each year based on that data, as specified. This bill would additionally require the department to report that information to the Governor.

This measure would proclaim September 28, 2016, as Parent Advocacy Day.

This measure would proclaim October 23 to October 29, 2016, inclusive, as Red Ribbon Week, and would encourage all Californians to help build drug-free communities and participate in drug prevention activities.

This measure would proclaim the month of September 2016 as Childhood Cancer Awareness Month, and state the commitment of the Legislature to support efforts to find cures for, and achieve prevention of, childhood cancer.

This measure would recognize the month of September 2016 as Sickle Cell Anemia Awareness Month.

This measure would remember and honor the millions of victims of the man-made Ukrainian Famine of 1932–1933, known as "Holodomor," and their descendants who are living throughout California. The measure would also designate November 26, 2016, as Holodomor Remembrance Day.

This measure would recognize the month of March 2016 as National Nutrition Month.

This measure would annually proclaim the month of November as Obesity Awareness Month in California.

This measure would memorialize the Congress and the President to enact legislation that would allow a state to adopt daylight saving time year round.
