This measure would designate specified portions of State Highway 183, State Highway 101, and State Highway 218, in the County of Monterey, as the United States Army Chief Warrant Officer 2 Edward Balli Memorial Highway, the United States Army Specialist Ricardo Cerros, Jr. Memorial Highway, the United States Army Specialist Vilmar Galarza Hernandez Memorial Highway, the United States Army Sgt. Javier Sanchez Memorial Highway, and the United States Army Private First Class Conrado D. Javier Memorial Highway. The measure would request the Department of Transportation to determine the costs of appropriate signs showing each of these special designations and, upon receiving donations from nonstate sources covering those costs, to erect those signs.

This measure would designate February 21, 2018, and the 3rd Wednesday in February of each year thereafter, as California Ports Day.

This measure would proclaim February 2018 as Teen Dating Violence Awareness and Prevention Month, and would encourage all Californians to observe Teen Dating Violence Awareness and Prevention Month with programs and activities that raise awareness about teen dating violence.

This measure would declare February 19, 2018, as a Day of Remembrance in order to increase public awareness of the events surrounding the incarceration of Americans of Japanese ancestry during World War II.

The Leroy F. Greene School Facilities Act of 1998 establishes a program in which the State Allocation Board is required to provide state per-pupil funding for new construction and modernization of school facilities. The act permits a school district to apply for hardship assistance in cases of extraordinary circumstances and requires the school district, in certain cases, to demonstrate that due to extreme financial, disaster-related, or other hardship the school district has unmet need for pupil housing and that the school district is not financially capable of providing the matching funds otherwise required for state participation, that the school district has made all reasonable efforts to impose all levels of local debt capacity and development fees, and that the school district is, therefore, unable to participate in the program. This bill would provide that the requirement that the school district has made all reasonable efforts to impose all levels of local debt capacity and development fees is to be determined by the governing board of the school district.

Existing law provides that a person who uses a concealed camcorder, motion picture camera, or photographic camera of any type, to secretly videotape, film, photograph, or record by electronic means, another, identifiable person under or through the clothing being worn by that other person, for the purpose of viewing the body of, or the undergarments worn by, that other person, without the consent or knowledge of that other person, with the intent to arouse, appeal to, or gratify the lust, passions, or sexual desires of that person and invade the privacy of that other person, under circumstances in which the other person has a reasonable expectation of privacy, is guilty of disorderly conduct, a misdemeanor. Existing law provides that a person who uses a concealed camcorder, motion picture camera, or photographic camera of any type, to secretly videotape, film, photograph, or record by electronic means, another, identifiable person who may be in a state of full or partial undress, for the purpose of viewing the body of, or the undergarments worn by, that other person, without the consent or knowledge of that other person, in the interior of a bedroom, bathroom, changing room, fitting room, dressing room, or tanning booth, or the interior of any other area in which that other person has a reasonable expectation of privacy, with the intent to invade the privacy of that other person, is guilty of disorderly conduct, a misdemeanor. This bill would allow a court, in a case in which a person violates the above provisions and intentionally distributes or makes the image or recording accessible to any other person, to impose a fine in an amount not to exceed $1,000 in addition to the punishment prescribed for the violation. The bill would require the court to include economic losses suffered by the victim for costs incurred to delete, remove, and eliminate the images and recordings when imposing restitution. By increasing the punishment for a crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
