Relative to the Marian Bergeson Memorial Bridge.

This measure would designate the North Arm Newport Bay Bridge on State Route 1, in the County of Orange, as the Marian Bergeson Memorial Bridge. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources to cover that cost, to erect those signs.

Relative to the CHP Officer Andy Ornelas Memorial Highway.

This measure would designate the portion of State Route 14 from the Avenue 0-8 bridge at Postmile R62.151 to the Avenue M overcrossing at Postmile R64.678, in the County of Los Angeles, as the CHP Officer Andy Ornelas Memorial Highway. The measure would request the Department of Transportation to determine the cost for appropriate signs, which shall include the star of the California Highway Patrol, showing these special designations and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

Relative to the "Surf City USA" interchange.

This measure would designate the interchange at State Highway Route 405 and State Route 39 in the County of Orange at Beach Boulevard as the "Surf City USA" interchange. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

Relative to Los Angeles County Sheriff's Deputy Hagop "Jake" Kuredjian Memorial Highway.

This measure would designate the portion of Interstate 5 between the Pico-Lyons Overcrossing and the McBean Parkway Overcrossing in the City of Santa Clarita as the Los Angeles County Sheriff's Deputy Hagop "Jake" Kuredjian Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs.

Relative to the Master Sergeant Richard Pittman Memorial Highway.

This measure would designate the portion of Interstate 5 between Roth Road, at postmile R19.584, and French Camp Road, at postmile R22.508, in the City of Stockton as the Master Sergeant Richard Pittman Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources to cover that cost, to erect those signs.

Political Reform Act of 1974: nondisclosure agreements.

Existing law prohibits lobbyists from engaging in various activities, as specified. This bill would prohibit lobbyists and certain public officials and employees, as specified, from entering into, or requesting that another party enter into, a nondisclosure agreement relating to the drafting, negotiation, discussion, or creation of legislation. The bill would also make any nondisclosure agreement relating to the drafting, negotiation, discussion, or creation of legislation entered into after the effective date of this bill void and unenforceable. A violation of the Political Reform Act of 1974 is punishable as a misdemeanor. By creating a new crime under the act, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason. The Political Reform Act of 1974, an initiative measure, provides that the Legislature may amend the act to further the act's purposes upon a 23 vote of each house of the Legislature and compliance with specified procedural requirements. This bill would declare that it furthers the purposes of the act.

Homelessness spending portal.

Existing law requires the Governor to create a California Interagency Council on Homelessness to serve as a statewide facilitator, coordinator, and policy development resource on ending homelessness in California, among other things. Existing law requires the council to create a statewide data system with a goal of matching data on homelessness to programs impacting homeless recipients of state programs. On or before July 1, 2025, this bill would require the Department of Finance, in coordination with the council, to create a public internet website portal that tracks and reports all state spending related to homelessness, as specified.

Personal Income Tax Law: Corporation Tax Law: administration: Income Tax Stabilization Fund.

The Personal Income Tax Law and the Corporation Tax Law impose taxes based upon taxable income at specified rates. Existing law requires all moneys and remittances received by the Franchise Tax Board as amounts imposed under those laws, except as provided, to be deposited into the Personal Income Tax Fund or the Corporation Tax Fund, as specified. Existing law requires amounts deposited into the Personal Income Tax Fund and the Corporation Tax Fund to be drawn upon for the purpose of making refunds or be transferred to the General Fund. This bill would create the Income Tax Stabilization Fund in the State Treasury, to be administered by the Franchise Tax Board. The bill would require amounts deposited in the Personal Income Tax Fund and the Corporation Tax Fund to be drawn upon for the purpose of making refunds or be transferred to the Income Tax Stabilization Fund instead of the General Fund. The bill would require the Controller to annually transfer from the Income Tax Stabilization Fund to the General Fund an amount not to exceed the average amounts deposited in the Personal Income Tax Fund and the Corporation Tax Fund, less refunds, over the prior 5 fiscal years. The bill would adjust the amount of the transfer for inflation, as provided.
