Relative to World Oceans Day.

This measure would recognize June 8 as World Oceans Day, and would declare that the Legislature intends to act decisively in 2018 in regard to passing legislation aimed at reducing plastic pollution in California rivers, beaches, and ocean, and would further declare that the State of California is determined to seek additional ways to curb plastic pollution on those waterways and beaches, and in other natural spaces and communities.

Relative to Philippine Independence Day.

This measure would recognize June 12, 2018, as the 120th Anniversary of Philippine Independence and would call upon the people of the state to observe the month of June with appropriate ceremonies, programs, and activities.

Firearms: vehicle storage.

Existing law requires a person, when leaving a handgun in an unattended vehicle, to lock the handgun in the vehicle's trunk, lock the handgun in a locked container and place the container out of plain view, or lock the handgun in a locked container that is permanently affixed to the vehicle's interior and not in plain view. This bill would additionally authorize locking the handgun in a toolbox or utility box. The bill would define "toolbox or utility box" as a fully enclosed container that is permanently affixed to the bed of a pickup truck or vehicle that does not contain a trunk, and is locked by a padlock, keylock, combination lock, or other similar locking device.

A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Section 2 of Article XXI thereof, relating to redistricting.

The California Constitution creates the Citizens Redistricting Commission which is charged with the conduct of an open and transparent process enabling full public consideration of and comment on the drawing of district lines according to specific redistricting criteria. The Constitution requires the commission to establish single-member districts for the Senate, Assembly, Congress, and State Board of Equalization pursuant to a mapping process that, among other things, requires the districts to comply with the United States Constitution and the federal Voting Rights Act. The Constitution also requires that, to the extent possible, each Senate district be comprised of two whole, complete, and adjacent Assembly districts and that each Board of Equalization district be comprised of 10 whole, complete, and adjacent Senate districts. This measure would modify the redistricting process for the drawing of Senate district lines by requiring the commission to establish 8 geographical regions that each include 5 Senate districts. The measure would eliminate the requirements that, to the extent practicable, each Senate district be comprised of 2 adjacent Assembly districts and that each Board of Equalization district be comprised of 10 adjacent Senate districts.

Relative to California Nonprofits Day.

This measure would declare June 6, 2018, as California Nonprofits Day in recognition of the importance of nonprofit organizations to the economy and well-being of this state.

Department of Fish and Wildlife: lake or streambed alteration agreements.

Existing law prohibits an entity from substantially diverting or obstructing the natural flow of, or substantially changing or using any material from the bed, channel, or bank of, any river, stream, or lake, or from depositing certain material where it may pass into any river, stream, or lake, without first notifying the Department of Fish and Wildlife of that activity, and entering into a lake or streambed alteration agreement if required by the department to protect fish and wildlife resources. This bill would require the department, until January 1, 2023, to establish procedures for the issuance of a general agreement in lieu of an individual alteration agreement pursuant to these provisions. The bill would require the department to adopt general agreements, as specified, for these activities. The bill would require the department to charge a fee for a general agreement pursuant to specified provisions of law.
