Existing law, to protect public health and water quality, regulates a broad range of consumer products and processes, including water softeners, water treatment devices, and backflow prevention devices, among others. Existing law, the California Safe Drinking Water Act, requires the State Water Resources Control Board to administer provisions relating to the regulation of drinking water to protect public health. Existing law requires the state board, on or before July 1, 2020, to adopt a definition of microplastics in drinking water, as provided. Existing law requires the Ocean Protection Council, to the extent funds are available, to adopt and implement a Statewide Microplastics Strategy related to microplastic materials that pose an emerging concern for ocean health, as provided. This bill would require the Department of General Services, in coordination with the California Environmental Protection Agency and as soon as feasible, to implement a pilot program for one year to assess the efficacy of microfiber filtration systems in removing microfiber from waste washwater from state-owned laundry facilities. The bill would require the department to monitor the presence of microfiber in waste washwater from 10 state-owned laundry facilities chosen to participate in the pilot program. The bill would require the department, by January 1, 2023, to submit a report to the Legislature on the results of the pilot program. The bill would repeal these provisions on January 1, 2027.
This measure would proclaim January 23, 2020, as Maternal Health Awareness Day, to draw attention to the efforts that have improved maternal health in California and to highlight the need for continued improvement of maternal health for all women.
This measure would designate the month of January 2020 as Positive Parenting Awareness Month in California.
This measure, among other things, would declare that California is a Reproductive Freedom State for All and provide that the Legislature is committed to guaranteeing the constitutionally protected right to an abortion and supporting efforts to increase access to the best available reproductive and pregnancy-related care for women and pregnant individuals.
This measure would proclaim January 13, 2020, as Korean American Day.
This measure would honor the late Reverend Dr. Martin Luther King, Jr. and commemorate Dr. Martin Luther King, Jr. Day.
Existing law provides for the Medi-Cal program, which is administered by the State Department of Health Care Services, under which qualified low-income individuals receive health care services, including Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) services, such as screening services, vision services, and other necessary services to correct or ameliorate defects and physical and mental illnesses and conditions discovered by the screening services, whether or not the services are covered under the state plan, for any individual under 21 years of age. The Medi-Cal program is, in part, governed and funded by federal Medicaid Program provisions. Existing law establishes the California State Auditor's Office, headed by the California State Auditor and under the direction of the Milton Marks "Little Hoover" Commission on California State Government Organization and Economy, with specified duties, which include, upon the request by the Joint Legislative Audit Committee and to the extent funding is available, auditing a state or local governmental agency or any other publicly created entity. Existing law requires any entity that is audited or investigated by the California State Auditor to provide updates on its progress in implementing the recommendations made by the California State Auditor. This bill would require the department to conduct a review of a report published by the California State Auditor concerning EPSDT services, to develop and publish a report on the department's findings and response, and to solicit comments from the public regarding the department's report.
