This measure would proclaim March 23, 2024, as California STEAM Robotics Day.
This measure would, among other things, designate March 2024 as Irish American Heritage Month in honor of the 100th anniversary of diplomatic relations between the United States and Ireland and would commemorate the multitude of contributions that Irish Americans have made to this country and state.
Existing law expresses the Legislature's findings and declarations that smoking is the single most important source of preventable disease and premature death in California. Existing law declares the intent of the Legislature to require the State Department of Public Health, local lead agencies, and the State Department of Education to cooperatively and individually conduct activities directed at the prevention of tobacco use and tobacco-related diseases. This bill would require licensed preowned vehicle retailers, as defined, to provide customers with a specified tobacco residue disclosure at the point of sale and prior to transfer of ownership. The bill would require these retailers to make the disclosure separate from the purchase agreement and would also require the customer to sign the disclosure.
This measure would proclaim March 2024 as American Red Cross Month and would dedicate it to all those who continue to advance the noble legacy of the organization's founder. The measure would encourage all Californians to reach out, support the organization's humanitarian mission, and join in their commitment to care for people in need.
This measure would proclaim March 4, 2024, to March 8, 2024, inclusive, as School Breakfast Week.
Existing law generally regulates classes of insurance, including life insurance and annuities. Existing law prohibits the transaction of life or disability insurance by anyone other than a corporation, unless the person has a valid and unrevoked certificate of exemption issued by the Insurance Commissioner. Existing law authorizes a certificate to be procured from the commissioner by filing specified documents, including articles of incorporation, bylaws, and a statement of financial condition and income, as the commissioner finds necessary to make their determination. Existing law requires the commissioner to issue a certificate of exemption to an applicant if the commissioner finds that the applicant has met applicable requirements, and that the applicant is not formed, conducted, or operated for profit or as a commercial insurance enterprise for the benefit of any group or person rather than the relatively equal benefit of its members. Existing law authorizes the commissioner, at any time, to notify a person possessing a certificate of exemption that the commissioner has grounds to believe the person has violated the Insurance Code or is not operating in strict conformity with the documents filed with the commissioner as a basis of its application for the certificate of exemption. Existing law requires the notice to fix the time of the hearing at no less than 15 days and no more than 60 days after the date of notice. This bill would decrease the maximum amount of time a hearing may be fixed after the date of notice to no more than 45 days.
Existing law requires the Department of General Services under the police power of the state to supervise the design and construction of any school building or the reconstruction or alteration of or addition to any school building, if not exempted, to ensure that plans and specifications comply with specified rules, regulations, and building standards and to ensure that the work of construction is performed in accordance with the approved plans and specifications, for the protection of life and property. Existing law establishes in the Department of General Services the Office of the State Architect and provides that the State Architect has general charge, under the Department of General Services, of the erection of all state buildings. This bill would require the Office of the State Architect to establish a program to provide technical assistance to public school districts to build housing for school employees.
