This measure would designate March 2018 as Irish American Heritage Month in honor of the multitude of contributions that Irish Americans have made to the country and state.

Existing law, the Electric Vehicle Charging Stations Open Access Act, prohibits the charging of a subscription fee on persons desiring to use an electric vehicle charging station, as defined, and prohibits a requirement for persons to obtain membership in any club, association, or organization as a condition of using the station, except as specified. The act requires the service provider of electric vehicle service equipment at an electric vehicle charging station, as defined, to disclose to the National Renewable Energy Laboratory the charging station's geographic location, a schedule of fees, accepted methods of payment, and the amount of network roaming charges for nonmembers, if any. The act defines "electric vehicle service equipment" as meaning an electric component assembly or cluster of component assemblies designed specifically to charge batteries within electric vehicles by permitting the transfer of electric energy to a battery or other storage device in an electric vehicle. This bill would clarify that equipment that meets this definition is electric vehicle service equipment whether or not it is necessary to tether the equipment to a vehicle to permit the transfer of electric energy.
This measure would provide that the Legislature strongly and unequivocally supports the current federal prohibition on new oil and gas drilling in federal waters offshore California, opposes the Trump administration's proposal to remove safety and environmental protections related to offshore drilling operations, and opposes the Trump administration's proposed leasing plan that would expose the state to new offshore drilling. The measure would also urge the United States Secretary of the Interior to remove California from that proposed leasing plan, and would request that the Bureau of Ocean Energy Management hold more than one public hearing on the plan in the State of California to ensure that all Californians have an opportunity to have their voices heard.
