This measure would declare the support of the Legislature for the expansion of sensory-friendly movie screenings and similar programs for people with autism, and would encourage families to attend a sensory-friendly movie screening during April 2019, which is National Autism Awareness Month.

Existing law establishes the Child Care Facilities Revolving Fund in the State Treasury to provide funding for loans for the renovation, repair, or improvement of an existing building to make the building suitable for licensure for childcare and development services, and for the purchase of new relocatable childcare facilities for the lease to local educational agencies and contracting agencies that provide childcare and development services. Existing law requires that a local educational agency or a contracting agency using facilities purchased by the use of these funds be charged a leasing fee, as provided, over a 10-year period. Existing law requires title to be transferred from the State of California to the local educational agency or contracting agency upon full repayment of the purchase and relocation costs. Existing law requires the Superintendent to deposit all revenue derived from the lease payments or renovation or repair loan repayments into the Child Care Facilities Revolving Fund. This bill would repeal that loan program, except as provided below, and would require all moneys in the Child Care Facilities Revolving Fund as of December 31, 2019, to be transferred to the California Childcare Facilities Grant Fund, which would be established by this bill to fund, upon an appropriation by the Legislature, a grant program administered by the State Department of Education, as provided. The bill would, until July 1, 2030, require the department to use moneys from the fund to support the construction of new childcare centers, or the renovation, repair, or modernization of existing childcare centers, and the renovation, repair, and modernization of family childcare homes, that serve children in subsidized childcare and development programs, as provided. The bill would require the department to annually collect and aggregate specified data relating to the use of the funds and report this data to the relevant policy and fiscal committees of the Legislature by December 31 of each year. The bill would require the department to provide a final report to the relevant policy and fiscal committees of the Legislature on or before December 31, 2029, on the impact of the grant program, as provided. The bill would continue to require that a local educational agency or a contracting agency using facilities purchased with funds from the Child Care Facilities Revolving Fund before December 31, 2019, be charged a leasing fee, as provided, over a 10-year period. The bill would also continue to require title to be transferred from the State of California to the local educational agency or contracting agency upon full repayment of the purchase and relocation costs. The bill would require the Superintendent to deposit all revenue derived from the lease payments or renovation or repair loan repayments into the California Childcare Facilities Grant Fund.

This measure would designate the month of May 2019 as California Fairgrounds Appreciation Month and would extend the Legislature's warmest regards and appreciation to the thousands of volunteers, fair directors, staff, business supporters, and sponsors who keep the network of California state fairgrounds strong, vibrant, relevant, and successful.
This measure would acknowledge the Muslim holy month of Ramadan and express the Legislature's respect to Muslims across California and throughout the world on this occasion.
Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law establishes community college districts throughout the state, and authorizes them to provide instruction at the campuses they operate and maintain. Existing law establishes the California College Promise, under the administration of the Chancellor of the California Community Colleges, to provide funding, upon appropriation by the Legislature, to each community college meeting prescribed requirements. Existing law authorizes a community college to use that funding to waive some or all of the fees for one academic year for certain first-time students who are enrolled in 12 or more semester units or the equivalent at the college and complete and submit either a Free Application for Federal Student Aid or a California Dream Act application. The bill would establish the California Community College Student Financial Aid Program, to provide need-based grant awards to eligible community college students who attend a California community college voluntarily designated by its district governing board to participate in the program, as specified. Subject to an appropriation by the Legislature, the bill specifies that the program shall be administered by the Board of Governors of the California Community Colleges and implemented by the eligible California community colleges.
This measure would proclaim the month of May 2019 as Lyme Disease Awareness Month.
