Existing law, the Planning and Zoning Law, among other things, requires the legislative body of each county and city to adopt a general plan for the physical development of the county or city and authorizes the adoption and administration of zoning laws, ordinances, rules, and regulations by counties and cities. Existing law requires a city, county, or city and county to approve an application for the installation of electric vehicle charging stations, as defined, through the issuance of specified permits unless the city or county makes specified written findings. Existing law provides that the implementation of consistent statewide standards to achieve the timely and cost-effective installation of electric vehicle charging stations is a matter of statewide concern. This bill would, on or before September 30, 2017, for a city, county, or city and county with a population of 200,000 or more residents, or January 31, 2018, for a city, county, or city and county with a population of less than 200,000 residents, require the city, county, or city and county to make all documentation and forms associated with the permitting of advanced energy storage, as defined, available on a publicly accessible Internet Web site, as specified. The bill would require a city, county, or city and county to allow for the electronic submittal of a permit application and associated documentation, as specified. The bill would prohibit the calculation of a fee associated with the permitting or inspection of an advanced energy storage installation from being calculated based on the value of the installation or any other factor not directly associated with the cost to issue the permit and inspect the advanced energy storage installation. The bill would require the Governor's Office of Planning and Research, on or before January 1, 2019, to create a California Energy Storage Permitting Guidebook, as specified. By increasing the duties of local officials, this bill would create a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Existing law imposes a minimum franchise tax of $800, except as provided, on every corporation incorporated in this state, qualified to transact intrastate business in this state, or doing business, as defined, in this state, and an annual tax in an amount equal to the minimum franchise tax on every limited liability company registered, qualified to transact business, or doing business in this state, as specified. Existing law requires every limited liability company subject to that annual tax to pay annually to this state a fee equal to specified amounts based upon total income from all sources attributable to this state. Existing law requires every partnership to file a return that includes specified information, verified by a written declaration made under the penalty of perjury and signed by one of the partners, within a specified time period. This bill, for each taxable year beginning before January 1, 2020, would exempt a limited liability company that is a qualified investment partnership, as defined, from that annual tax and fee by excluding it from the definition of a limited liability company. The bill would require that entity to submit a return under the conditions applicable to a partnership. This bill would take effect immediately as a tax levy.
This measure would proclaim the month of April 2016 as Black April Memorial Month.
This measure would commend Muslim Americans for their economic, political, and cultural impact on California and the United States. This measure would call upon Members of the United States Congress to respect the First Amendment, and to speak out against and reject efforts to monitor mosques, efforts to police and profile Muslim Americans, and efforts to prohibit Muslims from immigrating to the United States, and to speak out against and reject any efforts to pursue an immigration policy based on religion.
This measure would declare the month of April 2016 as Financial Aid and Literacy Month, with the theme of "Prosperity Through Education," to raise public awareness about the continuing need for increased financial literacy.
This measure would recognize May 2016 as National Mental Health Awareness Month in California to enhance public awareness of mental illness.
The measure would urge the Members of Congress to work to recognize Mexican American families' needs to visit family members in Mexico and increase commerce between our nations by reducing border delays through a more open border and to speak out against and to reject efforts to build a wall along the United States-Mexico border.
This measure would recognize Nowrūz, the Persian New Year celebration.
