Relative to Juneteenth.

This measure would recognize June 19, 2019, as Juneteenth and would urge the people of California to join in celebrating Juneteenth as a day to honor and reflect on the significant role that African Americans have played in the history of the United States and how they have enriched society through their steadfast commitment to promoting unity and equality.

Invasive species: federal Nutria Eradication and Control Act of 2003.

The federal Nutria Eradication and Control Act of 2003 authorizes the Secretary of the Interior, subject to the availability of appropriations, to provide financial assistance to the State of Maryland and the State of Louisiana for a program to implement measures to eradicate or control nutria and restore marshland damaged by nutria. Under the federal act, the federal share of the costs of the program is prohibited from exceeding 75% of the total costs of the program. This measure would urge the United States Congress to reauthorize and specifically add California to the Nutria Eradication and Control Act of 2003 and to authorize an appropriation of $4,000,000 to help the state implement a nutria eradication program.

This measure would urge the United States Department of Health and Human Services to rescind the new Title X regulations that will impede access to essential, time-sensitive health care for low-income individuals across California and the nation.

Alcoholic beverages: beer manufacturers and wholesalers: distribution.

Existing law, the Alcoholic Beverage Control Act, licenses and regulates beer manufacturers and wholesalers, including the regulation of distribution rights between beer manufacturers and wholesalers. A violation of the Alcoholic Beverage Control Act is a misdemeanor, unless another penalty or punishment is specified. This bill would provide that a beer manufacturer shall not cancel, terminate, reduce, not renew, or cause any of the same, an agreement with a beer wholesaler for the distribution of beer and malt beverage products, unless the beer manufacturer has complied with specified provisions. The provisions would require the beer manufacturer to satisfy unspecified notice and opportunity to cure requirements and notice of termination requirements, with specified exceptions, as provided. The bill would place the burden of proof on the beer manufacturer to demonstrate that it has acted in good faith, that it has or had good cause to cancel, terminate, reduce, or not renew an agreement, or to cause any of the same, and that it complied with notice requirements. The bill would apply its provisions to any agreement that is entered into, amended, extended, modified, ratified, or renewed on or after an unspecified date. The bill, by including provisions that would be subject to those existing criminal sanctions, would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Section 9 of, and by adding Section 10 to, Article XII thereof, relating to energy.

The California Constitution establishes the Public Utilities Commission with jurisdiction over all public utilities, subject to control by the Legislature. Existing statutory law establishes various programs to encourage the deployment of renewable energy and zero-carbon resources, as defined. One of these programs, the California Renewables Portfolio Standard Program, requires most retail sellers of electricity to procure a minimum quantity of their electricity products from eligible renewable energy resources, as defined. This measure would require that the state's programs relating to renewable energy and climate change include hydroelectric generation facilities as renewable electrical generation facilities, eligible renewable energy resources, and zero-carbon resources, and would require that those programs not differentiate between the electricity generated by hydroelectric facilities and the electricity generated by other renewable electrical generation facilities, eligible renewable energy resources, and zero-carbon resources. The measure would require that hydroelectric generation facilities be considered renewable electrical generation facilities, eligible renewable energy resources, and zero-carbon resources for licensing and certification purposes.

Relative to the CHP Officer Kirk Griess Memorial Highway.

This measure would designate the portion of Interstate 505 between the Interstate 80 interchange and the Vaca Valley Parkway in the County of Solano as the CHP Officer Kirk Griess Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

Relative to firearms.

This measure would urge Congress to swiftly enact House Resolution 8, the Bipartisan Background Checks Act of 2019, to require background checks for all firearm sales.
