This measure would resolve that the Legislature declares March 12, 2022, as National Girl Scout Day.
Under existing law governing the Community Development Block Grant Program, the Department of Housing and Community Development is required to distribute federal funds in the form of grants to eligible cities and counties to provide housing and economic development, principally for persons and families of low or moderate income. Existing law requires all funds made available under the program to be utilized to provide decent housing, a suitable living environment, and expanding economic opportunities, consistent with federal requirements. This bill would authorize the Department of Housing and Community Development to prioritize 10% of program funds for down payment assistance. The bill would provide that these requirements be implemented only to the extent that they are consistent with federal requirements. Existing federal law establishes the HOME Investment Partnership Act, which allocates funds to states and local governments to, among other things, expand the supply of affordable housing. Existing law designates the Department of Housing and Community Development as the state agency responsible for the administration of the state's allocation of HOME Investment Partnership Act funds, the provision of technical assistance, and coordination of HOME Investment Partnership Act activities. This bill would authorize the Department of Housing and Community Development to prioritize 30% of the federal funding provided under the HOME Investment Partnership Act for purposes of promoting homeownership. The bill would provide that this requirement be implemented only to the extent that it is consistent with federal requirements.
Existing law, until January 1, 2026, makes it a misdemeanor to commit organized retail theft. Existing law defines organized retail theft to include, among other acts, acting as an agent of another individual or group of individuals to steal merchandise from one or more merchant's premises or online marketplaces as part of an organized plan to commit theft. Under existing law, acts of organized retail theft that are committed on 2 or more separate occasions within a 12-month period and that have an aggregate value that exceeds $950 are punishable as a misdemeanor or a felony. This bill would remove the requirement that the person acting in concert with one or more person to steal merchandise from one or more merchant's premises or online marketplace have the intent to sell, exchange, or return the merchandise for value. The bill would also remove the January 1, 2026, repeal date for this crime. By expanding the scope of a crime and extending the time during which this crime may be committed, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would proclaim March 20, 2022, to March 26, 2022, as California Down Syndrome Awareness Week and March 21, 2022, as California Down Syndrome Day, and would encourage all Californians to support and participate in related activities.
This measure would celebrate Monday, March 21, 2022, as the beginning of the Persian New Year and extend best wishes for a peaceful and prosperous Nowrūz to all Californians.
This measure would proclaim March 7, 2022, to March 11, 2022, inclusive, as School Breakfast Week and would recognize the importance of school nutrition programs and school nutrition staff in addressing the needs of the state's pupils.
This measure would proclaim the week of March 6, 2022, to March 12, 2022, inclusive, as Women in Construction Week.
