Relative to Social Security.

This measure would request the Congress of the United States to enact, and the President to sign, legislation that would repeal the Government Pension Offset and the Windfall Elimination Provision from the Social Security Act.

Relative to California Computer Science Education Month.

This measure would designate the month of September 2018 as California Computer Science Education Month. The measure would encourage schools, teachers, researchers, universities, business leaders, and policymakers to identify mechanisms for teachers to receive cutting-edge professional development to provide sustainable learning experiences in computer science education, and would encourage the exposure of pupils to computer science concepts. The measure would also encourage opportunities to be provided for females and underrepresented minorities in computer science.

Relative to Women's Small Business Month.

This measure would designate the month of October 2018 as Women's Small Business Month and encourage all citizens to recognize the economic importance of women's small businesses in California.

Treaty on the Prohibition of Nuclear Weapons.

This measure would urge our federal leaders and our nation to embrace the Treaty on the Prohibition of Nuclear Weapons, make nuclear disarmament the centerpiece of our national security policy, and spearhead a global effort to prevent nuclear war.

Title X: family planning.

This measure would urge the United States Department of Health and Human Services to reevaluate any proposed rules that are dangerous to women and an intentional attack on reproductive and women's health care. The measure would also urge that rulemaking be guided by science, data, and humanitarianism.

Statutes: gender-neutral language: pronouns.

This measure would encourage the Legislature to engage in a coordinated effort to revise existing statutes and introduce new legislation with inclusive language by using gender-neutral pronouns or reusing nouns to avoid the use of gendered pronouns. The measure would also encourage state agencies to engage in similar efforts to use gender-neutral pronouns and avoid the use of gendered pronouns when drafting policies, regulations, and other guidance.

Electrically conductive balloons.

Existing law prohibits a person from selling or distributing a balloon constructed of electrically conductive material and filled with a gas lighter than air without affixing to the balloon a weighted object, the identity of the manufacturer, and a warning statement, and prohibits the sale or distribution of an electrically conductive balloon filled with a gas lighter than air that is attached to an electrically conductive string, tether, streamer, or another electrically conductive balloon or appurtenance. A violation of those provisions is a misdemeanor. This bill would instead make those provisions subject to civil action. The bill would also require a person who manufactures a balloon that is constructed of electrically conductive material to permanently mark each balloon with the identity of the manufacturer and a printed statement that warns the consumer about the dangerous risk of fire if the balloon comes in contact with an electrical power line.
