Relative to California Fairgrounds Appreciation Month.

This measure would designate the month of May 2022 as California Fairgrounds Appreciation Month and would extend the Legislature's warmest regards and appreciation to the thousands of volunteers, fair directors, staff, business supporters, and sponsors who keep the network of California state fairgrounds strong, vibrant, relevant, and successful.

Relative to military behavioral health care.

This measure would urge the President, the Congress of the United States, and the United States Department of Veterans Affairs to take all measures to ensure that military veterans can access necessary treatment for mental health and substance abuse disorders in a timely manner.

Cannabis research.

If the Regents of the University of California accept the responsibility, existing law requires the University of California to establish the Center for Medicinal Cannabis Research in order to develop and conduct studies intended to ascertain the general medical safety and efficacy of cannabis, among other duties. Existing law, the Control, Regulate and Tax Adult Use of Marijuana Act (AUMA) , an initiative measure approved as Proposition 64 at the November 8, 2016, statewide general election, establishes the California Cannabis Tax Fund as a continuously appropriated fund consisting of specified taxes, interest, penalties, and other amounts imposed by AUMA. AUMA requires the Controller to make certain disbursements from the fund, including to the State and Local Government Law Enforcement Account for use in a specified manner. AUMA authorizes the Legislature to amend its provisions with a 23 vote of both houses to further its purposes and intent. This bill would, if the regents accept the responsibility, require the center to establish a study examining the effects of cannabis products that are currently in the commercial cannabis market and, in consultation with the Department of the California Highway Patrol, evaluating the public safety consequences of driving after cannabis use and improving understanding of the best methods for determining related driving impairments. The bill would require the center to report the findings of the study on or before January 1, 2027. The bill would amend AUMA by appropriating $2 million to the center for this purpose from the State and Local Government Law Enforcement Account in the California Cannabis Tax Fund.

Personal income tax: exclusions: educational awards.

The Personal Income Tax Law, in modified conformity with federal law, generally defines "gross income" as income from whatever source derived, except as specifically excluded, and provides various exclusions from gross income for purposes of computing tax liability. Existing federal law, known as the National and Community Service State Grant Program, gives educational awards to individuals based on the individual's participation in an approved national service position. That law also provides grants to states, subdivisions of states, and other public and private organizations to carry out national service programs, as defined, including grants to the CaliforniaVolunteers program administered by the office of the Governor. CaliforniaVolunteers, through the California For All Education Award program, offers educational awards using funds granted pursuant to the National and Community Service State Grant Program. This bill would exclude from gross income certain educational awards received by a taxpayer pursuant to the federal National and Community Service State Grant Program. These provisions would become operative upon passage of federal legislation that would exclude these educational awards from gross income for federal income tax purposes, and would remain operative for 5 years. This bill, for taxable years beginning on or after January 1, 2022, and before January 1, 2027, would exclude from gross income any amount received as a California For All Education Award, as defined. Existing law requires any bill authorizing a new tax expenditure, defined to include an exclusion from income, to contain, among other things, specific goals, purposes, and objectives that the tax expenditure will achieve, detailed performance indicators, and data collection requirements. This bill would include additional information required for any bill authorizing a new tax expenditure. This bill would take effect immediately as a tax levy.

Relative to Ukrainian refugees.

This measure would urge President Joseph Biden and Congress to facilitate the resettlement of Ukrainian refugees and call upon Governor Newsom to aid in their resettlement within California.
