This measure would proclaim August 8, 2016, to August 12, 2016, inclusive, as Concrete Pipe Week.
Existing law establishes the Department of Corrections and Rehabilitation to oversee the state prison system. Existing law authorizes Security Housing Units for segregation of certain prisoners for disciplinary or security purposes, and because of gang membership or association. Existing law requires a prisoner of the Department of Corrections and Rehabilitation to be awarded credit reductions from his or her term of confinement of 6 months for every 6 months of continuous confinement, as specified. Existing law provides for up to 6 weeks of additional credit in a 12-month period for the successful completion of certain rehabilitative programs, for certain inmates, as specified. Existing law makes a person who is placed in a Security Housing Unit, Psychiatric Services Unit, Behavioral Management Unit, or an Administrative Segregation Unit for specified misconduct, or upon validation as a prison gang member or associate, ineligible to earn credits pursuant to these provisions. This bill would repeal those provisions regarding ineligibility to earn credits and instead require the department, no later than July 1, 2017, to establish regulations to allow specified inmates placed in segregation housing to earn credits during the time he or she is in segregation housing.
This measure would proclaim April 12, 2016, as Equal Pay Day in recognition of the need to eliminate the gender gap in earnings by women and to promote policies to ensure equal pay for all.
This measure would encourage teaching sun safety practices to children to enable them to identify the importance of sun safety, practice strategies to protect against the harmful effects of the sun, and understand why and how to stay safe from overexposure to the sun.
The Budget Act of 2011 appropriated $17,000,000 to the Department of Housing and Community Development from the Building Equity and Growth in Neighborhoods Fund. The funds were available for liquidation of encumbrances until June 30, 2016. This bill would amend the Budget Act of 2016 to reappropriate and encumber the funds from the Building Equity and Growth in Neighborhoods Fund that were encumbered as of June 29, 2016, but that were not liquidated on or before June 30, 2016, for the same purposes that the funds are encumbered for as of June 29, 2016. This bill would make the funds available for liquidation of encumbrances until June 30, 2018. This bill would declare that it is to take effect immediately as a Budget Bill.
Existing law requires, whenever a roadway has been divided into 2 or more clearly marked lanes for traffic in one direction, that a vehicle be driven as nearly as practical entirely within a single lane and not be moved from the lane until the movement can be made with reasonable safety. This bill would define "lane splitting" as driving a motorcycle, that has 2 wheels in contact with the ground, between rows of stopped or moving vehicles in the same lane, as specified. The bill would authorize the Department of the California Highway Patrol to develop educational guidelines relating to lane splitting in a manner that would ensure the safety of the motorcyclist, drivers, and passengers, as specified. The bill would require the department, in developing these guidelines, to consult with specified agencies and organizations with an interest in road safety and motorcyclist behavior.
This measure would recognize the month of June 2016 as Alzheimer's and Brain Awareness Month, would recognize June 21, 2016, as The Longest Day in California, and would urge all residents to wear purple on this day to help spread global awareness of the Alzheimer's Association's vision of imagining a world without Alzheimer's disease.
This measure would recognize the year of 2016 as the 50th anniversary of California's community-based developmental services system, and would reaffirm the commitment of the Legislature to support this system. This measure would declare the importance of ensuring a sustainable system that protects the rights of individuals with developmental disabilities.
This measure would respectfully urge Congress to appropriate $248 million in funding to complete Phase 2 of the Calexico West Land Port of Entry reconfiguration and expansion project in order to realize the benefits the improvements of this project will have on the nation's economy.
