Relative to Education.

This measure would establish, until January 1, 2014, the California Task Force on Science, Technology, Engineering, and Mathematics Education for the purpose of promoting the improvement of mathematics, science, engineering, and technology education across the state. The task force would consist of Members of the Legislature and experts appointed by the Speaker of the Assembly and the Senate Committee on Rules. The task force would conduct its business on a volunteer basis, be able to accept private funds, and would submit an annual report on its work to the Legislature.

Alcoholic beverage control: tied-house restrictions: instructional events: beer.

The Alcoholic Beverage Control Act authorizes any person holding a manufacturer's agent's, rectifier's, importer's, or wholesaler's license to give away samples of the alcoholic beverages that are authorized to be sold under that license. Existing law provides that a retail license does not authorize the furnishing or giving away of any free samples of alcoholic beverages. Existing law permits beer manufacturers, holders of a beer and wine importer's general license, and licensed beer and wine wholesalers to instruct consumers regarding beer, respectively. This bill would additionally allow a licensed beer manufacturer and a holder of a beer and wine importer's general license, or any director, partner, officer, agent, or representative of that person, to conduct an instructional event held at an on-sale retail licensee's premises featuring beer, subject to specified conditions. The Alcoholic Beverage Control Act provides that a violation of any of its provisions for which another penalty or punishment is not specifically provided is a misdemeanor. This bill, by including provisions that, if violated, would result in a misdemeanor, would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

Alcoholic beverage licensees: winegrowers.

The Alcoholic Beverage Control Act contains various provisions regulating the application for, the issuance of, the suspension of, and the conditions imposed upon, alcoholic beverage licenses by the Department of Alcoholic Beverage Control. Existing law authorizes a licensed winegrower to conduct specified activities, including authorizing a licensed winegrower to sell wine and brandy for consumption to consumers for on-premises consumption. This bill would expand the authorized activities that a licensed winegrower may conduct to include the production of spirits of wine, provided those spirits of wine are either blended into wine produced by the winegrower, sold to an industrial alcohol dealer, or destroyed by the winegrower. This bill would also make conforming changes with regard to a licensed winegrower's authorization to sell wine and brandy for consumption to consumers on the licensed premises.

Education funding: child development centers and preschools.

This measure would state the intent of the Legislature to increase the funding of child development centers and preschools in future years, as resources become available, in order to provide staff with adequate salaries and benefits, provide adequate resources to support program quality for children, and keep programs open to serve parents and children.

Relative to Disability History Week.

This measure would designate the 2nd week of October 2010, and annually thereafter, as Disability History Week, and would encourage public and private institutions of higher education, state and local agencies, nonprofit and community-based organizations, and private businesses and corporations to observe Disability History Week by dedicating appropriate classroom instructional time or by coordinating all-inclusive activities to be conducted during that week to afford opportunities for students and the general public to learn more about the disability community and to celebrate and honor its role in contemporary American society.

Relative to Spirit of '45 Day.

This measure would declare the Legislature's support for the observance of "Spirit of '45 Day" on the second Sunday in August to commemorate the anniversary of the end of World War II on August 14, 1945.
