This measure would express the support of the Legislature for the 23 Asilomar AI Principles as guiding values for the development of artificial intelligence and of related public policy.
Existing law authorizes school districts to impose qualified special taxes, subject to specified constitutional and statutory provisions. Existing law defines "qualified special taxes" as taxes that apply uniformly to all taxpayers or all real property within a school district and may include taxes that provide for an exemption from those taxes for specified persons. This bill would provide an exception to the requirement that the qualified taxes apply uniformly by authorizing unimproved property to be taxed at a lower rate than improved property. This bill would incorporate additional changes to Section 50079 of the Government Code proposed by AB 2458 to be operative only if this bill and AB 2458 are enacted and this bill is enacted last.
This measure would proclaim the week of September 9, 2018, through September 15, 2018, as Suicide Prevention Week in California.
This measure would recognize the month of October 2018 as Filipino American History Month and the 431st anniversary of the first presence of Filipinos in the continental United States.
This measure would proclaim November 2018 as Epilepsy Awareness Month and call for a recommitment to increasing awareness and understanding of those living with epilepsy.
Existing law requires each school district that has one or more pupils who are English learners, and, to the extent required by federal law, each county office of education and each charter school, to assess the English language development of each pupil in order to determine the pupil's level of proficiency, as specified, and requires the Superintendent of Public Instruction to review existing assessments that assess the English language development of pupils whose primary language is a language other than English. This bill, commencing with the 2019–20 school year, would prohibit a middle school or high school pupil, as defined, who is classified as an English learner, except as specified, from being denied participation in a school's standard instructional program, as defined, by being denied enrollment in specified courses, including, among others, courses required for graduation and college admission. By imposing additional duties on local educational agencies, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
This measure would urge President Trump, United States Attorney General Sessions, the United States Department of Justice, the United States Department of Homeland Security, and all other relevant federal departments to immediately cease the implementation of the "zero tolerance" federal immigration policy and to not propose any additional inhumane immigration policies in the future. The measure would further call for compassion and decency for all individuals, families, and children who arrive at our borders seeking a better life.
This measure would urge pet owners in the state to take specified actions to prevent harm to pets caused by fire, prepare for fire emergencies at home, and take precautions to ensure the safe location, rescue, care, and medical treatment of all pets in the event of a wildfire in or around a pet owner's home.
This measure would designate the month of November 2018 to be California's Sikh American Awareness and Appreciation Month. This measure would recognize and acknowledge the significant contributions made by Californians of Sikh heritage to our state and seeks to afford all Californians the opportunity to better understand, recognize, and appreciate the rich history and shared principles of Sikh Americans. This measure would condemn all hate crimes and bias incidents against Sikh Americans and encourage all Sikhs to practice their faith freely and fearlessly.
This measure would urge the United States Congress to speedily take up and pass the Restricting First Use of Nuclear Weapons Act of 2017, and send it to the President for his signature.
