This measure would request that the Congress and the President of the United States enact the Medicare Secondary Payer Enhancement Act of 2010.

This measure would state the intent of the Legislature to increase the funding of child development centers and preschools in future years, as resources become available, in order to provide staff with adequate salaries and benefits, provide adequate resources to support program quality for children, and keep programs open to serve parents and children.
This measure would proclaim May 12, 2010, as California Lab Day.
This measure would designate the 2nd week of October 2010, and annually thereafter, as Disability History Week, and would encourage public and private institutions of higher education, state and local agencies, nonprofit and community-based organizations, and private businesses and corporations to observe Disability History Week by dedicating appropriate classroom instructional time or by coordinating all-inclusive activities to be conducted during that week to afford opportunities for students and the general public to learn more about the disability community and to celebrate and honor its role in contemporary American society.
This measure would declare the Legislature's support for the observance of "Spirit of '45 Day" on the second Sunday in August to commemorate the anniversary of the end of World War II on August 14, 1945.
This measure would recognize each 2nd week of February hereafter as African American Mental Health Awareness Week.
The Political Reform Act of 1974 provides for the comprehensive regulation of campaign financing, including requiring the filing of reports of contributions and expenditures. Among its provisions, the act requires a slate mailer organization, as defined, to file semiannual campaign statements for each 6-month period in which it has received or expended $500 or more for the production of a slate mailer. This bill would require a slate mailer organization to file semiannual campaign statements for every 6-month period, irrespective of whether the organization received payments or made expenditures for that period. Existing law makes a willful violation of the Political Reform Act of 1974 a misdemeanor and subjects offenders to criminal penalties. This bill would impose a state-mandated local program by creating additional crimes. This bill would incorporate additional changes in Section 84218 of the Government Code proposed by AB 1181, that would become operative only if AB 1181 and this bill are both chaptered and become effective on or before January 1, 2011, and this bill is chaptered last. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason. The Political Reform Act of 1974, an initiative measure, provides that the Legislature may amend the act to further the act's purposes upon a 23 vote of each house and compliance with specified procedural requirements. This bill would declare that it furthers the purposes of the act.
The Real Estate Law provides for the regulation and licensure of real estate brokers and salespersons by the Real Estate Commissioner. As used in the Real Estate Law, the term "advance fee" is defined as a fee, regardless of the form, that is claimed, demanded, charged, received, or collected by a licensee from a principal before fully completing each and every service the licensee contracted to perform, or represented would be performed, with certain exceptions. This bill would redefine the term "advance fee" to mean a fee, regardless of the form, that is claimed, demanded, charged, received, or collected by a licensee for services requiring a license, or for a listing, as defined, before fully completing the service the licensee contracted to perform or represented would be performed, with certain exceptions. The bill would, in addition to the existing exceptions, also exempt from the definition of advance fee moneys claimed, demanded, charged, received, or collected for the purposes of advertising the sale, lease, or exchange of real property or a business opportunity in a newspaper, written publication, or other electronic media, as specified, or moneys earned for real estate services under a limited service contract, as defined, for stand-alone services. The bill would also exempt from that definition a contract between a real estate broker and a principal that requires payment of a commission to the broker after the contract is fully performed.
This measure would call upon the National Governors Association and the Council of Chief State School Officers to develop common core state standards in the core academic disciplines of English-language arts, mathematics, history-social science, and science, request that they replicate the process used to develop English-language arts and mathematics common core state standards to now develop common core state standards for social studies and science, and examine the viability of developing common standards in foreign language, visual and performing arts, physical education, career technical education, and other subject areas.
This measure would memorialize the United States Senate to ratify, and the President to sign, the United Nations Convention on the Elimination of All Forms of Discrimination Against Women, and would memorialize the Congress of the United States and the President to enact appropriate legislation that addresses the concerns expressed in this measure.
