This measure would recognize the contributions of the automotive aftermarket to the state and consumers and its efforts to educate the motoring public about the benefits of proper vehicle maintenance. The measure also would recognize and support the designation of April as National Car Care Month and encourage all citizens to participate in activities that promote proper vehicle maintenance.

This measure would proclaim the 3rd week of April, each year, as California Native Plant Week and would encourage community groups, schools, and citizens to undertake appropriate activities to promote the conservation, restoration, and appreciation of California's native plants.
This measure would request that the President of the United States encourage, and that the Secretary of the United States Department of Health and Human Services adopt, policies that repeal the current donor suitability and deferral policies of the federal Food and Drug Administration regarding the donation of blood by gay, bisexual, transgender, and heterosexual males.
Existing law creates the Federal Trust Fund in the State Treasury for the deposit of moneys received from the federal government where the expenditure is administered through or under the direction of any state agency. This bill would appropriate $1,201,534,585 from the Federal Trust Fund to the Office of Planning and Research for the 2010–11 fiscal year upon notification to the state of a funding award pursuant to the federal Education Jobs and Medicaid Assistance Act. From that amount, the bill would require the Office of Planning and Research to transfer $1,201,406,585 to the State Department of Education for purposes of implementing that federal act and make $128,000 available to the Office of Planning and Research for the purposes of providing oversight of funds allocated to local educational agencies pursuant to the bill. Of the amount transferred to the department, the bill would require that $1,199,906,585 be allocated to local educational agencies, as specified, and would make $1,500,000 available to the department for administrative purposes related to that allocation. This bill would declare that it is to take effect immediately as an urgency statute.

The measure would petition the BMW ORACLE Racing Team representing the Golden Gate Yacht Club to designate San Francisco, California, to be the host of the 34th Defense of the America's Cup in 2013 or 2014. The measure would urge the state to support San Francisco's bid to host the 34th Defense of America's Cup and to execute the formation of a single face of state government for securing state permits for the America's cup in San Francisco or other state documents.
