This measure would recognize National Flag Day on June 14, 2012, honor the 52nd anniversary of the flying of the current American flag, and encourage all Californians to celebrate the occasion with appropriate activities.

This measure would declare the Legislature's endorsement of S. 97 and H.R. 3034, and would urge the United States Congress to enact the San Francisco Bay Restoration Act at the earliest possible time.
This measure would recognize August 8, 2012, as "Are You Dense?" Day 2012, to raise awareness of the risks associated with breast density and the potential benefits of other screening tools to supplement mammography.
This measure would commemorate the 40th anniversary of Title IX on June 23, 2012, commend the movement toward increased equality and fair treatment of female athletes, and praise the goal of greater opportunities in sports for girls and young women in California.
This measure would proclaim June 2012 as Scleroderma Awareness Month.
(1) Existing law establishes within state government the State and Consumer Services Agency comprised of various state agencies, including, but not limited to, the Sixth District Agricultural Center which is also known as the California Science Center. The California Science Center includes the California African American Museum, has jurisdiction over certain facilities at Exposition Park in Los Angeles, and is required to establish the position of the Exposition Park Manager for the purpose of administering all park-related events. The Governor's Reorganization Plan No. 2 of 2012 (GRP 2) proposes to reorganize state departments and agencies to, among other things, eliminate the State and Consumer Services Agency and transfer jurisdiction over the California Science Center, including the California African American Museum, the Exposition Park, and the Exposition Park Manager, to the Natural Resources Agency. GRP 2 also proposes to revise the organizational relationships between the California Science Center, the California African American Museum, the Exposition Park, and the Exposition Park Manager. This bill would enact the provisions of law proposed by GRP 2 to transfer jurisdiction over the California Science Center, including the California African American Museum, the Exposition Park, and the Exposition Park Manager, to the Natural Resources Agency, except that this bill would not make the changes proposed by GRP 2 to revise the organizational relationships between those transferred entities. (2) Existing law, the Sacramento-San Joaquin Delta Reform Act of 2009, establishes the Delta Stewardship Council as an independent agency of the state. Existing law establishes various departments and state entities in the Natural Resources Agency and GRP 2 proposes to revise the departments and entities that the agency consists of to, among other things, include the Delta Stewardship Council. This bill would enact the provision of law proposed by GRP 2 revising the various departments and state entities that the Natural Resources Agency consists of, except that the bill would exclude the council from that agency. (3) GRP 2 is proposed to become operative on July 1, 2013, if not disapproved by the Legislature in accordance with specified procedures. This bill would become operative on July 1, 2013, and only if GRP 2 becomes effective.
Existing law provides that there is in state government the California Technology Agency, which duties include establishing and enforcing state information technology strategic plans, policies, standards, and enterprise architecture. The agency is governed by the Secretary of California Technology. The Governor's Reorganization Plan No. 2 of 2012 (GRP 2) proposes to reorganize state departments and agencies to, among other things, recast the California Technology Agency as the Department of Technology within the Government Operations Agency, which is also proposed to be established by GRP 2. GRP 2 also proposes to recast the Secretary of California Technology as the Director of Technology, and to remove that position as a member of the Governor's cabinet. GRP 2 proposes to become effective on July 3, 2012, and operative on July 1, 2013, if not disapproved by the Legislature. This bill would, if GRP 2 becomes effective, require the Director of Technology to report directly to the Governor on issues relating to information technology. This bill would state the intent of the Legislature that, as part of the planning required for implementing those provisions of the Governor's Reorganization Plan No. 2 of 2012, a plan for transitioning information technology procurement authority from the Department of General Services to the Department of Technology be developed by the Governor or his or designee.
(1) Existing law establishes the Department of Boating and Waterways in the Natural Resources Agency and charges the department with duties related to beach erosion, harbors, and recreational boat trails. Existing law establishes the Boating and Waterways Commission to provide advice to that department. The Governor's Reorganization Plan No. 2 of 2012 (GRP 2) proposes to reorganize state departments and agencies to, among other things, transfer the Department of Boating and Waterways into the Department of Parks and Recreation as a division of that department and eliminate the Boating and Waterways Commission. This bill would instead place the commission in the Department of Parks and Recreation within the Division of Boating and Waterways, and would prescribe the membership, functions, and duties of the commission. (2) Existing law establishes the State Park and Recreation Commission in the Department of Parks and Recreation comprised of 9 members appointed by the Governor, subject to confirmation by the Senate, and requires that the members of the commission be selected from areas distributed throughout the state and because of their interest in park, recreation, and conservation matters, as prescribed. This bill would also require that the members of the commission be selected because of their interest in boating and waterways. (3) GRP 2 is proposed to become operative on July 1, 2013, if not disapproved by the Legislature in accordance with specified procedures. This bill would become operative on July 1, 2013, but would only become operative if GRP 2 becomes effective.
Existing law vests with the Department of Parks and Recreation control of the state park system. Existing law authorizes the department to enter into an agreement with an agency of the United States, including a city, county, district, or other public agency, or any combination thereof, for the care, maintenance, administration, and control of lands of the state park system. This bill would authorize the department to enter into a restoration agreement with Save Mount Diablo, a nonprofit organization, for the purpose of restoring the beacon on top of the Summit Building in Mount Diablo State Park, and would require that the agreement comply with specified requirements. This bill would make legislative findings and declarations as to the necessity of a special statute for the Mount Diablo State Park. This bill would declare that it is to take effect immediately as an urgency statute.
Existing law establishes in state government the California Transportation Commission with specified powers, duties, and functions relative to transportation matters. The Governor's Reorganization Plan No. 2 of 2012 (GRP 2) proposes to establish the Transportation Agency, which would include various departments and state entities, including the commission. GRP 2 is proposed to become operative on July 1, 2013, if not disapproved by the Legislature in accordance with specified procedures. This bill would provide that the commission retain independent authority to perform its powers, duties, and functions. The bill would provide that the above-described provisions would become operative on July 1, 2013, and only if GRP 2 takes effect.
