Existing law establishes various programs, including the Family Homelessness Challenge Grants and Technical Assistance Program, with the goal of providing housing. Existing law charges various agencies with the administration of these programs, including the Department of Housing and Community Development and the California Housing Finance Agency. Existing law also establishes various programs to facilitate the expansion of the health care workforce in rural and underserved communities, including, but not limited to, the Health Professions Career Opportunity Program and the California Registered Nurse Education Program. This bill, the Bringing Health Care into Communities Act of 2023, would establish the Bringing Health Care into Communities Program to be administered by the agency to provide housing grants to specified health professionals to be used for mortgage payments for a permanent residence in a health professional shortage area, as specified. Under the bill, a health professional would be eligible for a grant for up to 5 years. The bill would make its provisions operative upon appropriation by the Legislature.
The California Global Warming Solutions Act of 2006 establishes the State Air Resources Board as the state agency responsible for monitoring and regulating sources emitting greenhouse gases. The act requires the state board to adopt rules and regulations to achieve the maximum technologically feasible and cost-effective greenhouse gas emissions reductions to ensure that the statewide greenhouse gas emissions are reduced to at least 40% below the statewide greenhouse gas emissions limit, as defined, no later than December 31, 2030. Pursuant to the act, the state board has adopted the Low Carbon Fuel Standard regulations. This bill would require the state board to recognize as a method to generate credits under the Low Carbon Fuel Standard regulations the use of renewable natural gas or biogas by a source that the state board determines to directly reduce the emissions of methane in the state and that both displaces the existing use of natural gas and reduces the carbon intensity of fuels, as specified. The bill would specify that the credits generated shall only be available for use by a source within the state.
This measure would proclaim March 2022 as American Red Cross Month and would dedicate it to all those who continue to advance the noble legacy of the organization's founder. The measure would encourage all Californians to reach out, support the organization's humanitarian mission, and join in their commitment to care for people in need.
This measure would proclaim March 20, 2022, to March 26, 2022, as California Down Syndrome Awareness Week and March 21, 2022, as California Down Syndrome Day, and would encourage all Californians to support and participate in related activities.
This measure would designate the week of March 13, 2022, to March 19, 2022, inclusive, as Family Physician Week.
This measure would, among other things, designate March 2022 as Irish American Heritage Month in honor of the multitude of contributions that Irish Americans have made to the country and state.
This measure would celebrate Monday, March 21, 2022, as the beginning of the Persian New Year and extend best wishes for a peaceful and prosperous Nowrūz to all Californians.
This measure would resolve that the Legislature is proud to join the Girl Scouts of the USA in recognizing their 110th Anniversary.
