Presidential primary elections: advisory ballots.

Existing provisions of the California Constitution require the Legislature to provide for primary elections for partisan offices, including an open presidential primary election whereby the candidates on the ballot are those found by the Secretary of State to be recognized candidates throughout the nation or throughout California for the office of President of the United States, and those whose names are placed on the ballot by petition, but excluding any candidate who has withdrawn by filing an affidavit of noncandidacy. Existing statutory provisions proscribe the procedures for specified political parties to select delegates to the party's national convention, at which the party chooses its candidate for the office of President of the United States. For a partisan primary election, existing law requires one form of ballot to be provided for each qualified political party and one form of nonpartisan ballot to be provided, as specified. Existing law requires a voter who is not registered as disclosing a preference for any one of the political parties participating in the election to be furnished with a nonpartisan ballot, unless he or she requests a ballot of a political party and that party authorizes a person who has declined to disclose a party preference to vote the ballot of the party, as specified. This measure would urge the Secretary of State to exercise his or her authority to establish a new advisory voting process that would allow specified voters to cast an advisory ballot in the presidential primary election, as specified. This measure would encourage each political party that participates in the presidential primary election to consider the results of the advisory ballots in selecting the party's nominee for the office of President of the United States.

Veterans: substance abuse programs.

Existing law establishes the Department of Veterans Affairs, which is responsible for administering various programs and services for the benefit of veterans. Under existing law, the department is authorized to assist every veteran of the United States in establishing the veteran's right to any privilege, preference, care, or compensation provided for by the laws of the United States or of the state. This bill would, notwithstanding any other law, specifically authorize the department to refer a veteran to a drug and alcohol treatment program for veterans that is administered by the United States Department of Veterans Affairs. The bill would also authorize the department to, by regulation, create a form for the purpose of making these referrals. Existing law authorizes each county board of supervisors to appoint a county veterans service officer to perform specified veterans-related services. Under existing law, the county veterans service officer is required to assist every veteran of the United States in establishing the veteran's right to any privilege, preference, care, or compensation provided for by the laws of the United States or of the state. This bill would, notwithstanding any other law, specifically authorize a county veterans service officer to refer a veteran to a drug and alcohol treatment program for veterans that is administered by the United States Department of Veterans Affairs. The bill would authorize a county veterans service officer to use the form described above for the purpose of making these referrals.

Relative to the 28th Annual State Scientist Day.

This measure would declare May 18, 2016, as the 28th Annual State Scientist Day, as a tribute to the dedication and professionalism of the state scientists who work on behalf of all the residents of California.

Relative to Pakistani American Day.

This measure would proclaim March 23, 2016, as Pakistani American Day and would urge all Californians to join in celebrating Pakistani American Day.

Relative to National Kidney Month.

This measure would proclaim the month of March 2016, and each year thereafter, as National Kidney Month, would express the Legislature's support of programs that work to, among other things, increase awareness of kidney disease, and would encourage health care providers to engage in an aggressive program for the treatment of diabetes and high blood pressure.
