This measure would designate March 2016 as Irish American Heritage Month in honor of the multitude of contributions that Irish Americans have made to the country and state.

This measure would proclaim the month of May 2016, and every May thereafter, as California Travel and Tourism Month to celebrate the leadership of California's tourism industry in growing California's economy and improving the quality of life for all Californians.

This measure would designate the portion of Interstate 10 from the State Route 57 Interchange to the North Towne Avenue exit in the County of Los Angeles as the Pomona Police Officer Shaun Diamond Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
This measure would proclaim the month of February 2016 as Teen Dating Violence Awareness and Prevention Month, and would encourage all Californians to observe Teen Dating Violence Awareness and Prevention Month with programs and activities that raise awareness about teen dating violence.
This measure would recognize April 17, 2016, as World Hemophilia Day.
This measure would request the President and the Congress of the United States to express their support for access to comprehensive reproductive health care, including the services provided by Planned Parenthood, and to oppose efforts to eliminate federal funding for Planned Parenthood.
Existing law requires a solicitor or seller, prior to any solicitation or sales solicitation for charitable purposes, to provide the prospective donor or purchaser with certain disclosures, including, among others, the name and address of the combined campaign, each organization or fund on behalf of which money collected will be utilized, and the percentage of the total gift or purchase price that may be deducted as a charitable contribution under both federal and state law. Under existing law, a violation of certain advertising restrictions, including charitable solicitation requirements, is a crime. This bill would require an Internet Web site produced by, or on behalf of, a Clarity, as specified, to contain a prominent link to the Attorney General's Internet Web site which contains information about consumer rights and protections and charity research resources. The bill would also require any solicitation document produced by a charity to also include the address for the Attorney General's Internet Web site. As a violation of these requirements would be a crime, this bill would impose a state-mandated local program. The bill would, by July 1, 2017, require the Attorney General to develop and publish specified information regarding consumer rights and charities on the Attorney General's Internet Web site. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
Existing law requires the State Energy Resources Conservation and Development Commission to administer various grant programs, including a program to provide incentives for liquid fuels fermented from biomass and biomass-derived resources. The California Global Warming Solutions Act of 2006 designates the State Air Resources Board as the state agency charged with monitoring and regulating sources of emissions of greenhouse gases. The act authorizes the state board to include the use of market-based compliance mechanisms to achieve its goals. Existing law requires all moneys, except for fines and penalties, collected by the state board from the auction or sale of allowances as part of a market-based compliance mechanism to be deposited in the Greenhouse Gas Reduction Fund. This bill would require the commission to develop and implement the Biosolids to Clean Energy Grant Program to provide 50% matching funds to local wastewater agencies for biosolids to clean energy capital projects. Beginning with the 2016–17 fiscal year, the bill would continuously appropriate $20,000,000 annually from the fund to the commission for purposes of the program.
