Driver's licenses: provisional licenses.

Existing law, the Brady-Jared Teen Driver Safety Act of 1997, provides for the issuance of a driver's license to an applicant who is at least 16 years of age but under 18 years of age pursuant to the provisional licensing program. Under existing law, a person licensed under this program is prohibited, during the first 12 months after issuance of a provisional license, from driving during the hours of 11 p.m. and 5 a.m. or from transporting passengers who are under 20 years of age, subject to specified exceptions. Under existing law, a violation of these provisions is an infraction. This bill would prohibit a person with a provisional license, from engaging in those prohibited activities until the provisional period ends when the person reaches 18 years of age. By expanding the scope of a crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Section 4 of Article XIIIA thereof, and by amending Section 2 of Article XIIIC thereof, relating to taxation.

The California Constitution conditions the imposition of a special tax by a city, county, or special district upon the approval of 23 of the voters of the city, county, or special district voting on that tax, except that certain school entities may levy an ad valorem property tax for specified purposes with the approval of 55% of the voters within the jurisdiction of these entities. The California Constitution prohibits the Legislature from imposing taxes for local purposes, but allows the Legislature to authorize local governments to impose them. The Bradley-Burns Uniform Local Sales and Use Tax Law authorizes counties and cities to impose local sales and use taxes in conformity with the Sales and Use Tax Law, and existing law authorizes local governments to impose transactions and use taxes in accordance with the Transactions and Use Tax Law, which generally conforms to the Sales and Use Tax Law. This measure would provide that the imposition, extension, or increase of a sales and use tax imposed pursuant to the Bradley-Burns Uniform Local Sales and Use Tax Law or a transactions and use tax imposed in accordance with the Transactions and Use Tax Law by a county, city, city and county, or special district for the purpose of providing funding for local transportation projects, as defined, requires the approval of 55% of its voters voting on the proposition. The measure would also make conforming and technical, nonsubstantive changes. This measure would also provide that it would become effective immediately upon approval by the voters and would apply to any local measure imposing, extending, or increasing a sales and use tax or transactions and use tax for local transportation projects submitted at the same election.

Relative to 2015 California Invasive Species Action Week.

This measure would declare June 6, 2015, to June 14, 2015, inclusive, as the 2015 California Invasive Species Action Week and would urge all Californians to participate in activities that raise awareness of invasive species issues and to take action to prevent their spread.

Relative to the centennial of the founding of Locke, California.

This measure would commemorate the centennial of the founding of Locke, California, would recognize and honor Locke, California, as the last remaining Chinatown in North America, and would urge all Californians to learn about the important history of Locke, California, and its inhabitants.

Relative to the federal Wildfire Disaster Funding Act.

This measure would urge the Congress of the United States to support H.R. 167, the federal Wildfire Disaster Funding Act, in order to provide a long-term, stable source of funding for federal agencies to conduct the necessary fuels management on national forest lands, while retaining resources to suppress catastrophic wildfires.

Relative to Equal Pay Day.

This measure would proclaim April 14, 2015, as Equal Pay Day in recognition of the need to eliminate the gender gap in earnings by women and to promote policies to ensure equal pay for all.

Relative to the Richard "Dick" Dickerson Memorial Highway.

This measure would designate a portion of State Highway Route 44 in the City of Redding as the Richard "Dick" Dickerson Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
