This measure would urge the United States Department of Labor and the Congress of the United States to investigate alleged misuse of the H1-B Visa program.

This measure would proclaim the month of October 2015 as "Breast Cancer Awareness and Prevention Month."
This measure would provide that the Legislature stands in moral and legal objection to the ballot measure proposing to enact the Sodomite Suppression Act, and to any other ballot measure that seeks to inflict harm on innocent persons or diminish current civil rights protections. This measure also would provide that the Legislature calls upon the residents of the State of California to reject bigotry and hate speech.
(1) The California Constitution provides for the delegation to the Fish and Game Commission of powers relating to the protection and propagation of fish and game. Existing statutory law delegates to the commission the power to regulate the taking or possession of birds, mammals, fish, amphibia, and reptiles in accordance with prescribed laws. Under existing law, the Department of Fish and Wildlife exercises various functions with regard to the taking of fish and game. Under existing law, a city or county has no authority to regulate fish and game except that a city or county may adopt an ordinance that incidentally affects fishing and hunting for the protection of public health and safety. This bill would provide that the state fully occupies the field of the taking and possession of fish and game. The bill would provide that unless otherwise authorized by the Fish and Game Code, other state law, or federal law, the commission and the department are the only entities that may adopt or promulgate regulations regarding the taking or possession of fish and game on any lands or waters within the state. (2) Existing law requires the commission, when adopting certain regulations relating to the taking or possession of resident game birds, game mammals, and fur-bearing mammals, to consider populations, habitat, food supplies, the welfare of individual animals, and other pertinent facts and testimony. This bill would require the commission to consider these factors when adopting certain regulations relating to the taking or possession of fish, amphibians, and reptiles. The bill would also require the commission to consider public health and safety when adopting these regulations. (3) Existing law makes it unlawful for a person to intentionally discharge a firearm or release an arrow or crossbow bolt over or across a public road or other established way open to the public in an unsafe and reckless manner. Existing law makes a violation of this provision a misdemeanor. This bill would delete the "reckless" element from that provision. Because the bill would expand the definition of a crime, it would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.
This measure would encourage all California municipalities to reexamine regulations surrounding mandatory fire suppression ordinances.
This measure would proclaim August 4, 2015, as National Night Out in California and would urge the people of California to observe and participate in National Night Out.
This measure would urge the President and the Congress of the United States to enact Senate Bill 664, known as the Foster Care Tax Credit Act, which would provide tax relief to short-term foster parents by helping to cover the actual costs of caring for a foster child.
This measure would declare the week of September 13, 2015, through September 19, 2015, and the third week of September every year thereafter, as provided, as Sierra Nevada Watershed Protection Week. The measure would applaud public schools that include watershed protection in the Sierra Nevada Region as part of their outdoor education curriculum whenever possible during the month of September. The measure would also commend state, federal, and local agencies, along with nongovernmental organizations for working cooperatively to achieve the goal of increasing the pace and scale of watershed and forest restoration in the region with the Sierra Nevada Conservancy playing a key role in the development of a plan and program to address these issues.
This measure would declare the month of August 2015 as Dropout Recovery Month, and would state that the Legislature intends to encourage the support of dropout recovery high schools with creative teaching strategies, alternative accountability metrics, and adequate resources.
This measure would designate the portion of Interstate 15 from Camino Del Norte to Scripps Poway Parkway/Mercy Road in the County of San Diego as the Tony Gwynn Memorial Freeway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.
