This measure would acknowledge the harms and atrocities committed by representatives of the State of California who promoted, facilitated, enforced, and permitted the institution of chattel slavery and the legacy of ongoing badges and incidents of slavery that form the systemic structures of discrimination. The measure would affirm the State of California's role in protecting the descendants of enslaved people as well as their civil, political, and socio-cultural rights.
Under existing law, there are programs providing assistance for, among other things, emergency housing, multifamily housing, farmworker housing, home ownership for very low and low-income households, and downpayment assistance for first-time home buyers. Existing law also authorizes the issuance of bonds in specified amounts pursuant to the State General Obligation Bond Law and requires that proceeds from the sale of these bonds be used to finance various existing housing programs, capital outlay related to infill development, brownfield cleanup that promotes infill development, and housing-related parks. This bill would enact the Affordable Housing Bond Act of 2024, which, if adopted, would authorize the issuance of bonds in the amount of $10,000,000,000 pursuant to the State General Obligation Bond Law. Proceeds from the sale of these bonds would be used to finance programs to fund affordable rental housing and homeownership programs, including, among others, the Multifamily Housing Program, the CalHome Program, and the Joe Serna, Jr. Farmworker Housing Grant Program. This bill would provide for submission of the bond act to the voters at the March 5, 2024, statewide general election in accordance with specified law. This bill would declare that it is to take effect immediately as an urgency statute.
Existing federal law authorizes the United States Department of Defense to transfer surplus personal property, including arms and ammunition, to federal or state agencies for use in law enforcement activities, subject to specified conditions, at no cost to the acquiring agency. Existing law requires a law enforcement agency to obtain approval of an applicable governing body, by means of the adoption of a military equipment use policy by ordinance, as specified, before obtaining military equipment, as defined. That law defines military equipment to include, among other things, unmanned, remotely piloted, powered aerial or ground vehicles. This bill would amend the definition of military equipment to instead require that the above-described vehicles are weaponized, as specified.
This measure would recognize the month of August 2023 as Disc Golf Month, and August 5, 2023, as California Disc Golf Day.
This measure would recognize the month of January 2024 as National Human Trafficking Awareness Month.
This measure would proclaim January 23, 2024, as Maternal Health Awareness Day.
This measure would designate the week of January 28, 2024, to February 3, 2024, inclusive, as Anesthesiologist Week.
This measure would declare that the Legislature honors the life and legacy of Cindy Montañez and declares January 19 as Cindy Montañez Day.
This measure would recognize February 5, 2024, to February 9, 2024, as National School Counseling Week.
