This measure would, among other things, urge the United States Congress and President Joseph R. Biden to fully fund the United States Environmental Protection Agency's Comprehensive Infrastructure Solution for the Tijuana River due to the ongoing impacts to public health, the environment, and the local economy caused by cross-border pollution and would urge President Joseph R. Biden to declare a national emergency due to those ongoing impacts.
The Joint Exercise of Powers Act authorizes 2 or more public agencies, by agreement, to form a joint powers authority to exercise any power common to the contracting parties, as specified. Existing law requires the agreement to set forth its purpose or the power to be exercised, among other things. This bill would authorize any qualified local agency, as defined, to enter into a joint powers agreement with any other qualified local agencies pursuant to the act to create and operate a joint powers agency, named the Sacramento County Partnership on Homelessness, to assist the homeless population, to coordinate homelessness response, and to develop and manage a comprehensive strategic plan to address homelessness within the County of Sacramento. The bill would require the agreement to incorporate, among other things, the composition and membership requirements of the board of directors that governs the partnership, would set forth the composition and voting procedures of the board, and would require the partnership to comply with the regulatory guidelines of each specific state funding source received. The bill would require the board of directors to be made up of, among other members, one elected member from each qualified local agency that is a party to the agreement, would require those members to serve without compensation, and would authorize reimbursement for their actual expenses, as specified. The bill would require the partnership to, within 5 years of the date on which it is established, adopt a comprehensive strategic plan to address homelessness within the County of Sacramento and submit the plan to the appropriate policy and fiscal committees of the Legislature, subject to specified requirements. This bill would make legislative findings and declarations as to the necessity of a special statute for the County of Sacramento.

Existing law requires all law enforcement agencies to maintain a use of force policy, as specified, and requires the Commission on Peace Officer Standards and Training (POST) to implement courses of instruction for the training of law enforcement officers in the use of force. This bill would require the commission, on or before July 1, 2026, to study and issue recommendations to the Legislature on the use of canines by law enforcement, as specified. Existing law requires each law enforcement agency to monthly provide a report of, among other things, all instances of a peace officer involved in a use of force against a civilian that results in serious bodily injury or death to the Department of Justice, and requires the department to yearly post a summary of those reports on the department's OpenJustice Web portal. This bill would require each law enforcement agency with a canine unit to annually publish a report of the use of canines, as specified, on its internet website. Because the bill would impose additional duties on local law enforcement agencies, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above. This bill would make the operation of its provisions contingent upon the enactment of AB 2042 of the 2023–24 Regular Session.
Existing law requires the governing board of a school district, and the governing board of a community college district, to provide for a leave of absence from duty for a certificated employee or an academic employee of the district who is required to be absent from duty because of pregnancy, miscarriage, childbirth, and recovery from those conditions. Existing law authorizes the governing board of a school district, and the governing board of a community college district, to provide for a leave of absence from duty as it deems appropriate for a female employee in the classified service of the district who is required to be absent from duty because of pregnancy or convalescence following childbirth. Existing law authorizes a governing board to adopt rules and regulations about leaves of absence for classified employees for these purposes, and authorizes a governing board to provide in the rules and regulations whether the leave granted shall be with or without pay, as provided. Commencing January 1, 2028, and only if an appropriation is made for these purposes in the annual Budget Act or another statute, this bill would delete the latter provisions authorizing a governing board of a school district and the governing board of a community college district to adopt those rules and regulations. The bill instead would require a public school employer to, for a certificated employee or an employee in the classified service of the public school employer, and would require a community college district to, for an academic employee or an employee in the classified service of the community college district, provide up to 14 weeks of a leave of absence with specified pay benefits for an employee who is required to be absent from duty because of pregnancy, miscarriage, childbirth, termination of pregnancy, or recovery from those conditions, as provided. The bill would authorize the paid leave to begin before and continue after childbirth if the employee is actually disabled by pregnancy, childbirth, termination of pregnancy, or a related condition. The bill would prohibit a leave of absence taken pursuant to these provisions from being deducted from other leaves of absence, as provided.
This measure would urge the federal government to allow vehicles registered to disabled veterans to utilize high-occupancy vehicle lanes or carpool lanes pursuant to the federal government's Clean Air Act program authority.
