Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to facilitate patients' access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration (FDA) shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Public-Private Partnership for Neurodegenerative Diseases between the National Institutes of Health, the FDA, and at least one eligible entity (generally, an institution of higher education or a nonprofit organization). The partnership shall support the development and regulatory review of drugs that address ALS and other rare neurodegenerative diseases. The FDA shall publish on its website a five-year action plan for fostering the development of drugs that improve or extend the lives of people living with rare neurodegenerative diseases.

This bill designates the community-based outpatient clinic of the Department of Veterans Affairs in Columbus, Georgia, as the Robert S. Poydasheff Department of Veterans Affairs Clinic or the Robert S. Poydasheff VA Clinic.

Voters on the Move Registration Act of 2021 This bill requires the Consumer Financial Protection Bureau to develop, and specified agencies to distribute, a statement providing individuals with information on how to register to vote and their voting rights. This information must be provided to individuals upon their participation in certain rental assistance programs or application for certain residential mortgages.

Trees for Residential Energy and Economic Savings Act of 2021 or the TREES Act of 2021 This bill directs the Department of Energy (DOE) to establish a grant program for states, local governments, Indian tribes, and other entities to facilitate tree planting projects that reduce residential energy consumption. Under the program, DOE must award grants to facilitate the planting of at least 300,000 trees annually in residential neighborhoods.

COVID - 19 Hate Crimes Act This bill requires a designated officer or employee of the Department of Justice (DOJ) to facilitate the expedited review of hate crimes and reports of hate crimes. DOJ must issue guidance for state, local, and tribal law enforcement agencies on establishing online hate crime reporting processes, collecting data disaggregated by protected characteristic (e.g., race or national origin), and expanding education campaigns. Additionally, DOJ and the Department of Health and Human Services must issue guidance aimed at raising awareness of hate crimes during the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill establishes grants for states to create state-run hate crimes reporting hotlines. It also authorizes grants for states and local governments to implement the National Incident-Based Reporting System and to conduct law enforcement activities or crime reduction programs to prevent, address, or respond to hate crimes. Finally, in the case of an individual convicted of a hate crime offense and placed on supervised release, the bill allows a court to order that the individual participate in educational classes or community service as a condition of supervised release.

This resolution urges an immediate cease-fire to prevent further loss of life and escalation of the conflict in Israel and the Palestinian territories, and it supports diplomatic efforts to resolve the Israeli-Palestinian conflict, uphold international law, and protect human rights.

Resilient Highways Act of 20 21 This bill addresses projects to improve the resiliency of federal-aid highways, bridges, and tunnels on and off the National Highway System. Specifically, the bill allows states to use up to 15% of funds apportioned under the national highway performance program for projects to mitigate the risk of recurring damage or the cost of future repairs from extreme weather, flooding, and other natural disasters on infrastructure that is part of the National Highway System; provides for a maximum federal cost-share of up to 100% for these projects; and authorizes emergency relief funds to be used to pay for these projects, including raising roadway grades, deepening channels to prevent flooding, improving drainage, and stabilizing slopes.

This resolution expresses the sense of the Senate that the United States must (1) accelerate the electrification of households, buildings, and businesses; (2) modernize the electricity grid; and (3) continue on the path towards decarbonizing electricity generation by 2035.

This resolution supports the designation of May 2-May 8, 2021, as Public Service Recognition Week. It also commends public servants for their contributions during the COVID-19 crisis.

Military Child Care Expansion Act of 2021 This bill modifies and implements policies to update child care facilities and administration at the Department of Defense (DOD). Specifically, the bill removes certain requirements for members of the Armed Forces to receive funding for an in-home child care provider under the DOD pilot program that provides financial assistance to such members who pay for in-home child care. The bill also allows DOD to expand the pilot program to additional locations (currently it is authorized for five). DOD must establish a three-year pilot program to expand access to child care for members of the Armed Forces by entering into agreements with public or private child care facilities or development centers. Under the bill, DOD must determine the (1) root causes contributing to poor or failing facility conditions at its child development centers, and (2) total cost to improve the conditions of such centers. The Government Accountability Office must review the determinations and make recommendations on how to improve DOD child development center conditions. Lastly, DOD must utilize its existing authority to carry out minor military construction projects to construct child development centers.
