Global Trade Accountability Act of 2021 This bill requires congressional approval of certain unilateral trade actions (i.e., restrictions on the importation of an article). Such actions may take effect without congressional approval for one 90-day period if the President determines that it is necessary because of a national emergency, because of an imminent threat to health or safety, for the enforcement of criminal laws, or for national security; and submits written notice of the determination to Congress. The U.S. International Trade Commission must report on the effects on the U.S. economy of any unilateral trade action taken pursuant to this bill.

Compressed Gas Cylinder Safety and Oversight Improvements Act of 2021 This bill expands requirements for foreign manufacturers of cylinders used for transporting hazardous materials in the United States (e.g., compressed gas cylinders). Current regulations require foreign manufacturers to apply for authorization from the Pipeline and Hazardous Materials Safety Administration for testing such cylinders outside of the United States. This bill requires that, to obtain an authorization, manufacturers must meet minimum levels of financial responsibility and answer in their applications specified questions, including whether the manufacturer is or has been subject to various civil or criminal penalties. The administration must publish each application in the Federal Register for public comment and must also annually publish a list of authorized manufacturers online. The bill limits an authorization to one year; however, the administration may extend an authorization for five years if the manufacturer (1) complies with applicable requirements for at least three years; and (2) meets conditions regarding the accuracy of its application, sufficiency of its financial responsibility, and other matters. The administration may suspend or terminate an authorization if a manufacturer impedes an inspection or knowingly or intentionally provides inaccurate application information. The administration must also establish a process whereby an interested party may petition for a reevaluation of an authorization if that party has evidence of inaccurate or fraudulent information in the manufacturer's application.

FDA Modernization Act of 2021 This bill allows an applicant for market approval for a new drug to use methods other than animal testing to establish the drug's safety and effectiveness. Under this bill, these alternative methods may include cell-based assays, organ chips and microphysiological systems, sophisticated computer modeling, and other human biology-based test methods.

This resolution expresses the sense of the House of Representatives that (1) clean water is a national priority, and (2) the 2020 final rule titled The Navigable Waters Protection Rule: Definition of "Waters of the United States" should not be withdrawn or vacated.

No TikTok on Government Devices Act This bill requires the social media video application TikTok to be removed from the information technology of federal agencies. Specifically, the bill requires the Office of Management and Budget to develop standards for executive agencies that require TikTok and any successor application from the developer to be removed from agency information technology (e.g., devices). Such standards must include exceptions for law enforcement activities, national security interests, and security researchers.

Affordable Housing Credit Improvement Act of 2021 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2021 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments, and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to increase state allocations of the credit; repeal the qualified census tract population cap; prohibit local approval and contribution requirements; increase the credit for certain projects designated to serve extremely low-income households; increase the credit for certain bond-financed projects designated by state agencies; eliminate the basis reduction for properties that receive certain energy-related tax benefits; and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

Accelerate Long-term Investment Growth Now Act or the ALIGN Act This bill makes permanent the expensing of certain new business equipment. Expensing allows the deduction of the full amount of an expense item in the same taxable year.

BUILDER Act of 2021 or the Building United States Infrastructure through Limited Delays and Efficient Reviews Act of 2021 This bill places limits on the environmental review of proposed major federal actions under the National Environmental Policy Act of 1969 (NEPA) and establishes deadlines and other requirements to expedite the environmental review of such actions. Specifically, the bill limits the scope of the environmental review of major federal actions significantly affecting the quality of the human environment as specified by the bill. The bill also specifies the thresholds that trigger when agencies must issue environmental assessments and environmental impact statements for proposed agency actions, outlines when agencies are not required to prepare environmental documents for such actions, and establishes deadlines to complete such documents. The bill also establishes a process for designating a lead federal agency as well as a joint lead agency, such as a state government, to supervise the environmental review under NEPA. A lead agency may allow a project sponsor to prepare environmental documents under specified circumstances. Additionally, the bill revises requirements concerning the judicial review of NEPA cases, including by establishing deadlines to file lawsuits under NEPA.

No Taxpayer Funding for Vaccine Passports Act of 2021 This bill prohibits the use of federal funds to develop a system that requires proof of an individual's COVID-19 (i.e., coronavirus disease 2019) vaccination status as a condition of performing any action. If a state, territory, or locality implements such a system, it loses eligibility for specified COVID-19 relief funding.

Haulers of Agriculture and Livestock Safety Act of 2021 or the HAULS Act of 202 1 This bill modifies exemptions with respect to commercial motor vehicle safety regulations involving the transportation of agricultural commodities and farm supplies. The bill allows the federal hours-of-service rules exemption regarding maximum driving and on-duty time for drivers transporting agricultural commodities and farm supplies to apply year-round. Current law provides an exception from the federal hours-of-service rules for the transportation of agricultural commodities within a 150 air-mile radius of the normal work reporting location only during planting and harvest periods which are determined by each state. Additionally, the Department of Transportation must revise the definition of agricultural commodity to include specific commodities that are covered by the federal hours-of-service rules exception.
