Relating to the Legislature; to amend Section 29-1-4, 29-2-41, 29-2-41.2, 29-2-80, 29-2-81, 29-2-83, 29-2-201, 29-4-70, 29-5A-22, 29-5A-46, 29-6-1, 29-6-2, 29-6-3, 29-6-7, 41-5A-16, 41-9-370, and 41-9-374, Code of Alabama 1975, to provide further for the date the Legislature convenes during the first year of a regular session; to provide additional time for the Contract Review Committee to review a contract and provide further for certain types of professional contracts; to provide further for property owned by the Legislative Council; to provide contingencies if a vacancy occurs in the Office of the Lieutenant Governor; to provide further for the role of the Code Commissioner and duties of the Legislative Council and Legislative Services Agency; to revise membership of the Joint Legislative Committee on Finances and Budgets; to provide further for tax expenditure reports made by the Legislative Fiscal Officer; to revise when members of the Legislative Committee on Public Accounts are elected; to repeal 29-5A-24 and 29-6-6, Code of Alabama 1975, relating to obsolete duties of the Legislative Reference Service and the Legislative Council; to repeal Sections 17-16-50 through 17-16-53, Code of Alabama 1975, relating to the contested election of a legislator; and to delete obsolete language and make nonsubstantive, technical revisions to update the existing code language to current style.

To alter, rearrange, and extend the boundary lines and corporate limits of the municipality of the City of Dadeville in Tallapoosa County.

Relating to the Board of Medical Examiners; to amend Sections 34-24-50.1 and 34-24-70, Code of Alabama 1975, to provide further for qualifications for licensure as a physician; and to add Section 34-24-75.2 to the Code of Alabama 1975, to authorize the board to issue permits for certain medical school graduates to practice medicine in a limited capacity for a limited time as bridge year graduate physicians.

Relating to agriculture authorities; to amend Section 11-20-71, Code of Alabama 1975, to authorize the board of directors of an authority to appoint former members of the board as directors emeritus to serve as goodwill ambassadors of the board; and to amend Section 11-20-80, Code of Alabama 1975, to exempt certain agricultural authorities from municipal ordinances or regulations without the consent of the authority.

Relating to vessels; to amend Sections 33-5-3, 33-5-4, 33-5-5, 33-5-6, 33-5-7, 33-5-8, 33-5-10, 33-5-12, 33-5-15, 33-5-16, 33-5-20, 33-5-21, 33-5-22, 33-5-23, 33-5-25, 33-5-26, 33-5-27, 33-5-28, 33-5-30, 33-5-31, 33-5-32, 33-5-34, 33-5-35, 33-5-36, 33-5-51, 33-5-52, 33-5-53, 33-5-54, 33-5-55, 33-5-56, 33-5-58, 33-5-59, 33-5-60, 33-5-61, 33-5-62, 33-5-63, 33-5-64, 33-5-65, 33-5-66, 33-5-67, 33-5-68, 33-5-69, 33-5-70, 33-5-71, 33-5-72, 33-5-73, 33-5-74, 33-5-75, 33-5-77, 33-5-79, 33-5-81, Code of Alabama 1975, to establish the classification of boating violation as a recognized criminal offense classification and to reclassify various criminal offenses as boating violations and further provide for criminal penalties; to further provide for the requirement to report certain boating accidents; to further provide for the general operational and equipment requirements of a vessel; to further provide for vessel horsepower requirements and the use of engine cut-off switches; to establish the uniform electronic boating traffic ticket and provide for its issuance; to amend Sections 12-12-50, 12-12-51, 12-12-52, 12-12-55, and 12-19-179, Code of Alabama 1975, to provide the district court with jurisdiction over boating violations and further provide for the court costs and fees for boating violations; to amend Section 41-27-6, Code of Alabama 1975, to rename the Marine Police Division within the Department of Public Safety to the Marine Patrol Division; to make nonsubstantive, technical revisions to update the existing code language to current style; to repeal Sections 33-5-22.1, 33-5-29, 33-5-33, and 33-5-78, Code of Alabama 1975; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to crimes and offenses; to create the crime of doxing; to establish penalties for violations; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to Tallapoosa County; authorizing the levy of a lodging tax in the unincorporated area of the county; and providing for the distribution of the proceeds from the tax.

Relating to the Alabama Board of Optometry; to amend Section 34-22-1, Code of Alabama 1975, to provide further for the scope of practice of an optometrist; to add 34-22-20.1 to the Code of Alabama 1975, to authorize optometrists to administer certain vaccinations in certain circumstances; to add Section 34-22-20.2 to the Code of Alabama 1975, to prohibit an optometrist from using "surgeon" in advertising; to add 34-22-40.1 to the Code of Alabama 1975, to establish the board as a certifying board under the Alabama Controlled Substances Act; to amend Section 20-2-2, Code of Alabama 1975, to include the Alabama Board of Optometry in the definition of certifying boards, with certain exceptions; and to make nonsubstantive, technical revisions to update existing code language to current style.

Relating to labor and employement; to exclude consideration of a motor carrier's use of safety improvements, technologies, practices, and driver coaching in determining a motor carrier driver's classification as an independent contractor or an employee under state law.

Relating to residential real estate transactions; to require buyers to make certain disclosures to homeowners and other interested parties that the buyer intends to engage aspects of a wholesale transaction; and to deem unenforceable certain unfair service agreements purporting to establish a long-term right to list between real estate companies and residential real estate owners; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
