HR 2376: Excellence in Recovery Housing Act

Excellence in Recovery Housing Act This bill tasks the Substance Abuse and Mental Health Services Administration (SAMHSA) with various activities to promote the availability of high-quality recovery housing for individuals with substance use disorders. Recovery housing refers to shared living environments free from alcohol and illicit drug use and centered on peer support and connection to services that promote sustained recovery from substance use disorders. Specifically, SAMHSA must develop and publish on its website standards and guidelines for recovery housing; award grants to states, tribal nations, territories, and localities to implement such standards and guidelines; convene an interagency working group to coordinate federal activities related to recovery housing; and arrange for research on the supply, quality, and effectiveness of recovery housing.

HR 2369: SMART Electric Act

Strengthening Manufacturing in America through Responsible Transitions to Electric Act or the SMART Electric Act This bill directs the Department of Energy (DOE) to establish a program that provides rebates to industrial or manufacturing facilities, commercial buildings, or utilities or energy service companies for energy efficiency upgrades. Specifically, DOE may provide rebates for expenditures made by such entities for energy efficient electrotechnology that is used to replace a fossil fuel-fired technology.

Voluntary Protection Program Act This bill provides statutory authority for the voluntary protection program within the Occupational Safety and Health Administration. Under the program, workplaces that implement comprehensive safety and health management systems are exempt from certain paperwork and inspection requirements.

HRES 118: Expressing support for the Iranian people's desire for a democratic, secular, and nonnuclear Republic of Iran and condemning violations of human rights and state-sponsored terrorism by the Iranian Government.

This resolution condemns Iranian state-sponsored terrorist attacks against U.S. citizens and officials and Iranian dissidents and expresses support for the people of Iran who are engaged in legitimate and peaceful protests against the Iranian regime.

HR 2334: REPAIR Act

Reinvesting in Essential Partnerships And Infrastructure for Rural America Act or the REPAIR Act This bill revises the fixed guideway capital investment grant program to include rural start projects within the program. It also directs the Department of Transportation to establish an innovative mobility and technology deployment grants program to assist states, local governments, or publicly owned operators of public transportation with financing certain public transportation projects. The bill also provides additional funding and flexibility for other transportation projects, including for projects in areas that are designated as medically underserved.

Exposing the Financing of Human Trafficking Act This bill modifies the minimum standard for foreign government action toward the elimination of human trafficking. Specifically, an assessment of whether a government has made serious and sustained efforts to eliminate severe forms of trafficking must include consideration as to whether the government vigorously investigates, seeks to prevent, and prosecutes financial crimes associated with this trafficking.

HR 2294: Historic Tax Credit Growth and Opportunity Act of 2021

Historic Tax Credit Growth and Opportunity Act of 2021 This bill increases the rehabilitation tax credit and modifies certain requirements for the credit. The bill increases the rate of the credit for qualified rehabilitation expenditures in taxable years beginning after December 31, 2019, and before January 1, 2027, after which the rate reverts to 20%. The bill increases the rate of the credit to 30% for certain small projects whose qualified rehabilitation expenditures do not exceed $2.5 million. The bill also expands the types of buildings eligible for rehabilitation by decreasing the rehabilitation threshold from 100% to 50% of project expenses. It also eliminates the basis adjustment requirement for the credit and modifies rules relating to tax-exempt use property eligible for the credit.

HR 2351: 911 SAVES Act

Supporting Accurate Views of Emergency Services Act of 2021 or the 911 SAVES Act This bill requires the Office of Management and Budget, by 30 days after the bill's enactment, to categorize public safety telecommunicators as a protective service occupation under the Standard Occupational Classification System.

HR 1799: PPP Extension Act of 2021

PPP Extension Act of 2021 This bill extends the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), through June 30, 2021. Currently, the program is set to expire on March 31, 2021. For the final 30 days of the program (i.e., from June 1 until June 30), the Small Business Administration may only process applications submitted prior to June 1, and it may not accept any new loan applications. The bill excludes the budgetary effects of this bill from PAYGO scorecards under the Statutory Pay-As-You-Go Act of 2010 and from Senate PAYGO scorecards.

HR 2284: Monetary Metals Tax Neutrality Act of 2021

Monetary Metals Tax Neutrality Act of 2021 This bill exempts gains or losses from the sale or exchange of certain coins or bullion from recognition for income tax purposes. The exemption applies to gains or losses from the sale or exchange of (1) gold, silver, platinum, or palladium coins minted and issued by the Department of the Treasury; or (2) refined gold or silver bullion, coins, bars, rounds, or ingots which are valued primarily based on their metal content and not their form.
