This joint resolution recognizes and affirms the sovereign and unilateral authority of states to defend themselves against invasion.
This resolution expresses support for the rights, freedoms, and equal treatment of lesbian, gay, bisexual, transgender, and queer (LGBTQ) individuals. The resolution r ecognizes that LGBTQ rights are human rights and protected by the laws of the United States and international treaties. Additionally, the resolution encourages the celebration of LGBTQ Pride Month in June.
Give Our Athletes Level Salaries Act or the GOALS Act This bill prohibits the use of funds for the 2026 World Cup until the U.S. Soccer Federation agrees to provide equitable pay to the members of the U.S. Women's National Team and the U.S. Men's National Team.
Rural Maternal and Obstetric Modernization of Services Act or the Rural MOMS Act This bill expands initiatives to address maternal health in rural areas. The bill requires the Health Resources and Services Administration (HRSA) to establish rural obstetric networks. These networks must foster collaboration to improve birth outcomes and reduce maternal morbidity in rural areas. HRSA also must award demonstration grants to medical schools and other health professional training programs to support education and training on maternal health in rural areas. In addition, the bill incorporates maternal health services in certain telehealth grant programs. It also revises various research and other activities of the Department of Health and Human Services that pertain to maternal health.
This resolution supports the designation of May 2021 as National Cancer Research Month.
Nationwide Dig Once Act of 2021 This bill requires states to incorporate broadband infrastructure in construction projects that are supported with federal highway funds. It also establishes a task force to evaluate the costs of a nationwide dig once requirement (a requirement to minimize the number and scale of repeated excavations relating to the installation of broadband infrastructure in rights-of-way).
Community Broadband Mapping Act This bill authorizes the Department of Agriculture's Rural Utilities Service to award telecommunications grants to local governments, electric and telephone cooperatives, economic development and community groups, and small internet providers for collecting local broadband service information.
Abandoned Mine Land Reclamation Fee Reauthorization Act of 2021 This bill reduces the fee certain coal mining operations must pay to the Abandoned Mine Reclamation Fund, reauthorizes such fee through FY2028, and otherwise revises provisions regarding the fund and mine reclamation. Under the existing Abandoned Mine Land Reclamation Program, the Office of Surface Mining, Reclamation and Enforcement (OSMRE) collects a fee from coal mining companies for each ton of coal produced. The fees are deposited into the fund, which may be used to address hazards to public health, safety, and the environment from coal mining sites that were abandoned or unreclaimed as of August 3, 1977. For example, the fund may be used to provide grants to states and Indian tribes to reclaim and clean up land and water affected by such sites. OSMRE's authority to collect the fee expires on September 30, 2021. This bill extends the authority to collect the fee for seven years and reduces the fee for all categories of coal. It also provides additional grants for certain priority sites and revises requirements governing the distribution of grants to states and Indian tribes from the program. In addition, the bill allows states to (1) enter into a memorandum of understanding with relevant states or federal agencies to clean up lands and waters affected by such sites, and (2) partner with a community reclaimer who volunteers to carry out a reclamation project approved by the Department of the Interior.
Americans Giving Care to Elders (AGE) Act of 2021 This bill allows a tax credit for a portion of a taxpayer's expenses for eldercare. The credit applies to expenses to care for certain relatives or members of the taxpayer's household who have attained the age of 60 and require assistance with activities of daily living. Eldercare expense include amounts paid for: medical care, lodging away from home, adult day services, personal care, respite care, assistive technologies and devices (including remote health monitoring), environmental modifications (including home modifications), and counseling or training for a caregiver. The amount of eldercare expenses incurred during any year that may be taken into account for the credit may not exceed $6,000.
Hamas International Financing Prevention Act This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.
Targeting Child Care Funds Based on Poverty Act of 2021 This bill allocates certain funding for child care to states based on the state's share of children in poverty who are under 13 years of age.
Improving Access to Medicare Coverage Act of 2021 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility services.
