S 2760: End Government Shutdowns Act

End Government Shutdowns Act This bill provides continuing appropriations to prevent a government shutdown if any appropriations measure for a fiscal year has not been enacted before the fiscal year begins or a joint resolution making continuing appropriations is not in effect. For an initial 120-day period, the bill provides appropriations to continue programs, projects, and activities for which funds were provided in the preceding fiscal year. The bill reduces the continuing appropriations by 1% after the first 120-day period and by an additional 1% for each subsequent 90-day period until the applicable appropriations legislation is enacted.

S 273: Driftnet Modernization and Bycatch Reduction Act

Driftnet Modernization and Bycatch Reduction Act This bill addresses certain driftnet fishing. Driftnet fishing is a method of fishing in which a gillnet composed of a panel or panels of webbing, or a series of such gillnets, is placed in the water and allowed to drift with the currents and winds for the purpose of entangling fish in the webbing. Currently, the use of large-scale drift gillnets with a total length of 2.5 kilometers or more is prohibited in the United States.The bill expands the definition of large-scale driftnet fishing to prohibit the use of gillnets with a mesh size of 14 inches or greater. This expanded prohibition does not apply within the U.S. exclusive economic zone for five years. The Department of Commerce must conduct a transition program to facilitate the phase out of large-scale driftnet fishing and to promote the adoption of alternative fishing practices that minimize the incidental catch of living marine resources. Commerce must award grants to program participants. The North Pacific Fishery Management Council may recommend and Commerce may approve regulations that require charter operators to pay fees on vessels that harvest Pacific halibut in specific International Pacific Halibut Commission regulatory areas.

SCONRES 15: A concurrent resolution expressing the sense of Congress that the withdrawal of Armed Forces from Afghanistan does not undermine or diminish the sacrifice, efforts, and accomplishments of the members of the Armed Forces, diplomats, humanitarians, allies, and partners.

This concurrent resolution expresses the sense of Congress that the men and women who undertook efforts in Afghanistan over the years have provided heroic service to the country and the peace experienced by the United States is a direct result of the actions of the service members, diplomats, and humanitarians. The concurrent resolution also expresses that veterans who feel stress, anger, or disappointment over the end of operations in Afghanistan should seek resources and reach out to friends, mentors, and caregivers.

S 2756: A bill to posthumously award a Congressional Gold Medal, in commemoration of the service members who perished as a result of the attack in Afghanistan on August 26, 2021, during the evacuation of citizens of the United States and Afghan allies at Hamid Karzai International Airport, and for other purposes.

This bill posthumously provides for the award of a Congressional Gold Medal in commemoration of the 13 service members who died on August 26, 2021, while stationed at Hamid Karzai International Airport in Afghanistan.

S 2745: Preventing the Recognition of Terrorist States Act of 2021

Preventing the Recognition of Terrorist States Act of 2021 This bill imposes sanctions related to the Taliban and addresses other related issues. The President must impose sanctions on foreign individuals and entities that knowingly provide significant support to the Taliban or senior Taliban members. The bill also repeals an exception to existing sanctions against certain entities related to energy, shipping, and shipbuilding in Iran. Specifically, the bill repeals a provision authorizing the President to exempt certain entities involved in the reconstruction of Afghanistan from such sanctions. No federal department or agency may take any action that states or implies recognition of the Taliban's claim of sovereignty over Afghanistan. The bill also bars the Department of State, the U.S. Agency for International Development (USAID), and the Department of Defense from using federal funds to prepare or implement any policy that extends diplomatic recognition to the Taliban-controlled government in Afghanistan. The State Department must designate (1) the government of Afghanistan as a state sponsor of terrorism, and (2) the Taliban as a foreign terrorist organization. Furthermore, USAID must take appropriate steps to ensure that certain foreign assistance provided in or for certain countries, including Afghanistan and Pakistan, is not going to or through any individual or entity involved in terrorist activity. The bill also prohibits using certain federal funds to provide direct assistance to any country where the duly elected head of government has been deposed in a coup or decree in which the military played a decisive role.

S 2740: PREPARE Act

Promoting Readiness and Ensuring Proper Active pharmaceutical ingredient Reserves of Essential medicines Act of 2021 or the PREPARE Act This bill establishes the Strategic Active Pharmaceutical Ingredient Reserve. The Department of Health and Human Services (HHS) must annually publish a public list of essential generic medicines that are medically necessary to have available at all times. HHS must report and implement a plan to establish the reserve, which must be designed to minimize the impact of an interruption or reduction in imports of (1) key starting materials (including active pharmaceutical ingredients) for essential generic medicines, and (2) finished dosage forms of essential generic medicines for which key starting materials are not imported. The plan must also contain provisions to strengthen domestic capacity for active pharmaceutical ingredient production, storage, and conversion. Within one year of this bill's enactment, the plan must include at least 25 of the essential generic medicines on the required list. The plan must add at least 25 medicines each year until the full list is covered. HHS must prioritize domestically manufactured key starting materials for the reserve to the maximum extent possible. A manufacturer of an essential generic medicine that switches to an active pharmaceutical ingredient sourced through the reserve shall not have to update the approved application for that medicine. The Government Accountability Office must report to Congress on active pharmaceutical ingredient manufacturing, including the time and costs needed to develop domestic manufacturing capabilities.
