Removing Excessive Dollars to Uproot and Cut Expensive Government Waste Act or the REDUCE Government Waste Act This bill repeals the rules for peanuts under the nonrecourse marketing assistance loan program administered by the Department of Agriculture (USDA). Under a nonrecourse marketing assistance loan, a farmer pledges a commodity as collateral and may deliver the pledged collateral to USDA to repay the loan. The bill also prohibits federal funds from being used for the development of (1) a beerbot or other robot bartender; or (2) insect-based foods for human consumption, including cricket farming and taste-testing of insect-based foods.

This bill makes the law of the state in which a National Park System unit is located applicable to the use of motor vehicles (including off-highway vehicles) on roads within a system unit.

This bill makes the state law of Utah applicable to the use of motor vehicles (including off-highway vehicles) on the portions of each of Burr Trail Road, Cathedral Road, Hartnet Road, Highway 24, Notom Bullfrog Road, Polk Creek Road, Oil Ranch Road, and Baker Ranch Road that are located within the boundaries of the Capitol Reef National Park in Utah.

Protect Utah's Rural Economy Act This bill prohibits the President from establishing or extending national monuments in Utah unless the proposed establishment or extension has been authorized by federal statute, and the President has received a notice from the Governor of Utah that the state legislature has enacted legislation approving of the proposed establishment or extension.

Retain Skilled Veterans Act This bill modifies the restriction related to the appointment of retired members of the Armed Forces to certain civil service positions in the Department of Defense. Under the bill, the 180-day waiting period before a retired member may be appointed to a position only applies to those positions in the excepted or competitive service classified at or above GS-14 of the General Schedule (or equivalent).

Stop Mandating Additional Requirements for Travel Act or the SMART Act This bill nullifies on July 4, 2021, the rule issued by the Centers for Disease Control and Prevention on January 29, 2021, that requires the use of face masks on planes, trains, buses, and other public conveyances and at transportation hubs to prevent the transmission of COVID-19.

Human-Powered Travel in Wilderness Areas Act This bill requires the Department of Agriculture and the Department of the Interior to authorize their respective local offices to determine all permissible forms of nonmotorized travel over routes within wilderness areas. Local offices must seek to accommodate all forms of nonmotorized travel to the maximum extent practicable. If a local office fails to make such a determination about a route within two years after this bill's enactment, then any form of nonmotorized travel shall be allowable on that route.

Making Obligations Right by Enlarging Payments In Lieu of Taxes Act or the MORE PILT Act This bill directs the Department of the Interior to develop a modeling tool that calculates the approximate market value of land covered by the payment in lieu of taxes (PILT) program and the approximate amount of local tax revenue the land would generate if privately owned. The PILT program compensates local governments for tax revenue lost due to tax-exempt federal lands within their boundaries. Interior must annually report on the value of land covered by the PILT program, the tax revenue the land would generate if privately owned, and how PILT payments could more accurately reflect that tax revenue.

This resolution designates June 19, 2021, as Juneteenth Independence Day to commemorate the end of slavery in the United States.

Native Species Protection Act This bill prohibits an intrastate species from being subject to (1) regulation governing the protection of endangered or threatened species, or (2) provisions of law under which regulatory authority is based on the power of Congress to regulate interstate commerce under the Commerce Clause. An intrastate species is any species of plant or fish or wildlife that is found entirely within the borders of a single state and is not part of a national market for any commodity.
