This resolution congratulates the people of Greece as they celebrate the 200th anniversary of Greece's independence. The resolution also expresses support for the principles of democratic governance to which the people of Greece are committed.
Combating Racist Training in the Military Act of 2021 This bill prohibits the Armed Forces and academic institutions of the Department of Defense from promoting specified anti-American and racist theories (e.g., that any race is inherently superior or inferior to any other race). Specifically, the bill prohibits including anti-American and racist theories or materials in curricula, reading lists, seminars, workshops, trainings, or other educational or professional settings in a manner that could appear as sponsorship, approval, or endorsement; contracting with, hiring, or otherwise engaging speakers, consultants, diversity trainers, and other persons for the purpose of advocating anti-American and racist theories; compelling members of the Armed Forces to affirm or profess belief in anti-American and racist theories; and segregating members of the Armed Forces by race in any setting, including educational and training sessions.
Sanctioning and Highlighting Authoritarian Medicine and Eugenics Act of 2021 or the SHAME Act This bill imposes sanctions on individuals and entities responsible for carrying out coercive policies to limit births in China's Xinjiang province. Specifically, the Department of State shall annually report to Congress the identities of any Chinese government official or agency or any member of the Chinese Communist Party that knowingly orders, controls, or routinely carries out such coercive policies in Xinjiang, such as requiring involuntary abortions or mandatory contraception use. The State Department shall also publish a list of the named entities and individuals on its website in English and Mandarin Chinese. The President shall impose property-blocking sanctions on the individuals and entities named in the report, as well as visa-blocking sanctions on the named individuals. An individual or entity that violates, attempts to violate, or conspires to violate the sanctions provided under this bill may be subject to civil and criminal penalties.
This bill prohibits the Department of Transportation (DOT) from issuing any regulation or order that (1) prohibits the transportation of liquefied natural gas (LNG) by rail, or (2) restricts the transportation of LNG by rail in DOT-113 tank cars. The bill does not limit the authority of DOT to issue short-term emergency orders related to the transportation of LNG by rail.
This bill increases the penalties for an alien who fails to appear at a removal proceeding and modifies related procedures. Currently, an alien who misses a required removal proceeding shall be ordered removed from the United States if U.S. Immigration and Customs Enforcement proves that the alien had received written notice to appear at the removal proceeding. If an alien in Department of Justice or Department of Homeland Security custody is required to attend a removal proceeding, this bill requires DOJ or DHS to issue such a written notice to the alien before removing or paroling that alien from its custody. Furthermore, under this bill, an alien who fails to attend a required removal proceeding after receiving written notice shall lose any immigration status or benefit the alien may have, absent exceptional circumstances.
Natural Gas Export Expansion Act This bill revises requirements regarding natural gas imports or exports to expand the expedited application and approval process to any nation, even if not a party to a free trade agreement with the United States, that is not specifically excluded by this bill. The bill excludes any nation subject to sanctions or trade restrictions imposed by the United States or excluded by the President or Congress for national security reasons.
This resolution expresses the sense that the current influx of migrants at the southern land border constitutes a crisis.
This resolution denounces the Nicolás Maduro regime's most recent legislative elections as fraudulent and illegitimate, does not recognize the legitimacy of the new Venezuelan National Assembly, and joins members of the international community in rejecting the elections. Further, it urges that elections in Venezuela be conducted as soon as possible according to international standards for free, fair, and transparent electoral processes. Additionally, the resolution calls on the Maduro regime to cease its persecution of Venezuala's independent political parties and release all political prisoners, and it calls for Nicolás Maduro and senior members of his regime to be held accountable for their actions.
This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.
Reassurance On Commitments Act of 2021 or the ROC Act This bill prohibits using funds made available to the Department of State for FY2022 to implement or enforce any policy that restricts representatives of Taiwan (such as members of Taiwan's armed forces or representatives of its government) or the Taipei Economic and Cultural Representative Office from displaying symbols of Taiwan's sovereignty for official purposes.
