State Public Option Act This bill allows residents who are not already eligible for Medicaid and not concurrently enrolled in other health insurance coverage to buy into a state Medicaid plan beginning January 1, 2022, at the option of the state. State Medicaid programs may set premiums and cost-sharing requirements for such coverage in accordance with specified limitations. The bill also (1) provides the enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) to every state that expands Medicaid coverage for individuals who are newly eligible under the Patient Protection and Affordable Care Act, regardless of when such expansion takes place; and (2) requires state Medicaid programs to cover comprehensive reproductive health care services, including abortion services.

This joint resolution repeals specified authorizations for the use of military force against Iraq.

Insular Area Climate Change Act This bill provides support through programs and financial assistance for climate change planning, mitigation, adaptation, and resilience in U.S. territories (American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands), the Freely Associated States (Micronesia, Marshall Islands, and Palau), and other specified areas. For example, the bill requires the Technical Assistance Program of the Department of the Interior's Office of Insular Affairs to provide technical assistance for climate change planning, mitigation, adaptation, and resilience to the territories and Freely Associated States. It also establishes an Insular Area National Program Office within the Environmental Protection Agency to build and strengthen infrastructure to withstand natural disasters, expand renewable energy and energy efficiency, and provide technical assistance in the territories and Freely Associated States. Additionally, the bill establishes several grant programs to assess and reduce the impacts of climate change, expand renewable energy and energy efficiency, or expand sustainable infrastructure to withstand natural disasters in the territories and Freely Associated States.

This resolution designates September 25, 2021, as National Lobster Day and encourages the people of the United States to observe the day with appropriate ceremonies and activities.

This resolution expresses support for the designation of the first Monday in March as COVID-19 Victims and Survivors Memorial Day.

Residential Substance Use Disorder Treatment Act of 2021 This bill revises and reauthorizes through FY2026 grants for residential substance use disorder treatment programs at state and local correctional and detention facilities. Among the revisions, the bill replaces statutory references to substance abuse with substance use disorder , specifies that the term residential substance use disorder treatment program includes a medication-assisted treatment program, requires the chief medical officer or other staff overseeing a program to complete training on the science of addiction and the latest research and clinical guidance on treating substance use disorders in criminal justice settings, and allows people who are awaiting trial or in pretrial detention to participate in the programs.

International Pandemic Preparedness and COVID-19 Response Act of 2021 This bill outlines U.S. foreign policy to respond to the COVID-19 pandemic and to future pandemics and disasters. With respect to COVID-19, the Department of State must develop a strategy to expand and expedite access to COVID-19 vaccines in other countries. The bill also allows for the use of any foreign assistance for activities to combat COVID-19, regardless of the original purpose of the funding. Additionally, the State Department and the U.S. Agency for International Development must protect and support humanitarian actors responding to secondary effects of the pandemic (e.g., food insecurity). Furthermore, the State Department must report on, and take other steps to address, restrictions and violations of human rights in the COVID-19 response measures of other countries, and the U.S. Agency for Global Media must focus its communication programs on combating propaganda and providing accurate information related to COVID-19. With respect to future pandemics and disasters, the bill (1) designates agencies responsible for carrying out preparedness and response activities, and (2) authorizes a committee within the National Security Council to coordinate government-wide response efforts. Additionally, the President must establish a strategy for advancing U.S. global health security; the bill creates a position in the State Department to promote this strategy. Moreover, the State Department must work with other international actors to establish a financing mechanism and otherwise promote global health security, including by strengthening health systems and disease surveillance in developing countries. Additionally, funding authorized by this bill may not be made available to China.

Mapping Housing Discrimination Act This bill provides grants to institutions of higher education to analyze, digitize, and map historic housing discrimination records. The Department of Housing and Urban Development's Office of Policy Development and Research must use data submitted by institutions under the bill to create a publicly available national database of historic housing discrimination records. Historic housing discrimination records are (1) deeds or historic property records that demonstrate housing discrimination, or (2) state or local ordinances that permitted housing discrimination.
