Protecting Military Installations from Foreign Espionage Act This bill places restrictions on the purchase of certain property by a foreign person who is owned or controlled by, is acting for or on behalf of, or receives subsidies from Russia, China, Iran, or North Korea. Specifically, the Committee on Foreign Investment in the United States must review a purchase or lease by, or a concession to, any such foreign person of private or public real estate in the United States that is within (1) 100 miles of a military installation; or (2) 50 miles of a military training route, special use airspace, a controlled firing area, or a military operations area. Maximizing America's Prosperity Act of 2021 This bill establishes annual spending limits that are equal to specified percentages of potential gross domestic product (GDP). Potential GDP generally refers to the GDP that would occur if the economy were at full employment without inflation. The spending limits apply to all budget authority and outlays of the federal government excluding net interest. The bill establishes procedures for enforcing the spending limits, including requirements for sequestration (i.e., automatic spending cuts) and for the President's budget and congressional budget resolutions to comply with the limits. The bill also requires at least 1% of total discretionary spending for each year to be reserved for emergencies.
Withstanding Attempts to Encroach on our Resources Act of 2021 or the WATER Act This bill specifies which bodies of water fall under the scope of the Clean Water Act and are thereby under federal jurisdiction. Specifically, the bill provides statutory authority for the definition of waters of the United States , commonly known as WOTUS, included in the 2020 Navigable Waters Protection Rule: Definition of "Waters of the United States." The 2020 rule replaced a 2015 rule that included a more expansive definition of WOTUS.
This resolution expresses the sense of the House of Representatives that (1) clean water is a national priority, and (2) the 2020 final rule titled The Navigable Waters Protection Rule: Definition of "Waters of the United States" should not be withdrawn or vacated.
Time to Rescue United States Trusts Act of 2021 or the TRUST Act of 2021 This bill establishes congressional rescue committees to develop recommendations and legislation to improve critical social contract programs. A critical social contract program is a federal program for which a federal trust fund is established (e.g., Social Security, Medicare, and federal highway programs), with outlays of at least $20 billion during the year preceding the year in which this bill is enacted, and for which the amount of dedicated federal funds and federal trust fund balances will be inadequate to meet the total amount of outlays of the program that would otherwise be made. Each rescue committee may develop recommendations and legislation to improve the program for which it was established, including by (1) increasing the duration of positive balances of the federal trust fund established for the program, and (2) providing for the solvency of the federal trust fund established for the program during a 75-year period. Congress must use specified expedited legislative procedures to consider legislation that is approved and submitted by the rescue committees.

If a state, territory, or locality implements such a system, it loses eligibility for specified COVID-19 relief funding.
