Halt All Lethal Trafficking of Fentanyl Act or the HALT Fentanyl Act This bill places fentanyl-related substances as a class into schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act. Additionally, the bill establishes a new, alternative registration process for schedule I research that is funded by the Department of Health and Human Services or the Department of Veterans Affairs or that is conducted under an investigative new drug exemption from the Food and Drug Administration. The bill also makes several other changes to registration requirements for conducting research with controlled substances, including permitting a single registration for related research sites in certain circumstances, waiving the requirement for a new inspection in certain situations, and allowing a registered researcher to perform certain manufacturing activities with small quantities of a substance without obtaining a manufacturing registration.

Illegal Immigrant Payoff Prohibition Act This bill prohibits the payment of a settlement to an alien for a civil action brought against the United States in connection with the alien's inadmissibility to, or unlawful presence in, the United States.
No Bonuses in Bankruptcy Act of 2021 This bill prohibits debtors in bankruptcy proceedings from paying bonuses to certain individuals including insiders (such as relatives) and highly compensated employees.
Designating the Chinese Communist Party as a Transnational Organized Crime Group Act This bill requires the Department of Justice (DOJ) to designate the Chinese Communist Party as a transnational organized crime group and a top international criminal organization. DOJ must also report on violations of federal racketeering laws committed or aided by the Chinese Communist Party.
Taliban Rare Earth Minerals Sanctions Act This bill requires the President to impose sanctions on foreign individuals and entities that knowingly engage in a significant transaction that concerns the rare earth mineral sector of Afghanistan. The President must impose property-blocking sanctions on such foreign individuals and entities, as well as visa-blocking sanctions on the individuals.
Havana Syndrome Attacks Response Act This bill requires the President to sanction foreign persons and governments for carrying out clandestine attacks on U.S. personnel that have caused brain injury. Specifically, the President must impose visa- and asset-blocking sanctions on any foreign person that has directed or carried out such an attack. If the President determines a foreign government carried out such an attack, the President must notify Congress and sanction that country by terminating any foreign assistance (except for humanitarian aid or food or agricultural commodities or products) and arms transactions, restricting commercial exports, and denying access to U.S. credit or other financial assistance. The President must remove these sanctions after 12 months, provided that (1) the country's government gives reliable assurances that it will not conduct future attacks, and (2) the executive branch does not have persuasive information indicating an attack occurred in the preceding six months. The bill also requires a congressional briefing and report about suspected clandestine attacks on U.S. personnel that have caused brain injury, including hypotheses concerning the identity of the perpetrators and the technical methods used to carry out the attacks.
Migrant Resettlement Transparency Act This bill requires the federal government to, before resettling, transporting, or relocating any aliens not in detention, consult with the affected state and local governments. Specifically, the department taking the action, either the Department of Health and Human Services (HHS) or the Department of Homeland Security (DHS), must consult with the affected state and local governments at least three days before the action. HHS and DHS must also submit to Congress monthly state-specific reports about such actions.
Stars and Stripes Act of 2021 This bill prohibits the Department of State from displaying any flag or banner at a diplomatic or consular post other than specified flags. Such flags are (1) the U.S. flag; (2) the flag of the country wherein the post is located; (3) the flag of a state, territory, or possession of the United States; (4) a departmental or secretarial flag; (5) the flag of an Armed Force; or (6) a flag to honor prisoners of war or those missing in action.
Legal Aid for Americans Act of 2022 This bill establishes a pro bono service requirement for law school graduates who borrow federal student loans for their graduate legal education. Specifically, such a borrower must agree to perform pro bono legal work for not fewer than 50 hours per year for three years after the borrower obtains a license to practice law in a state (or for three years after completing the program of study, for borrowers who already had a license to practice when they received the loan). The bill exempts certain individuals from this requirement, including a borrower who is employed in a public service job.
