This joint resolution requires the parties to the disputes between certain railroads and labor organizations to accept the recommendations in the report of the Presidential Emergency Board Numbered 250 that was issued on August 16, 2022, with respect to any such disputes that remain unresolved by 12:01 a.m. eastern daylight time on September 16, 2022.

Improving Seniors' Timely Access to Care Act of 2022 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.
This concurrent resolution authorizes the state of Missouri to use the rotunda of the Capitol on September 29, 2022, for a ceremony to present the statue of Harry S. Truman from the people of Missouri for placement in the rotunda.
Ensuring Accurate Postal Rates Act This bill directs the Postal Regulatory Commission to review and potentially modify the market-dominant ratemaking system rules in light of the USPS Fairness Act, which canceled unpaid U.S. Postal Service obligations.
Commercial Space Transportation Safety Act of 2022 This bill requires the National Transportation Safety Board (NTSB) to investigate and establish the facts, circumstances, and cause or probable cause of a commercial space transportation accident in which there is (1) a fatality or significant injury of any individual, regardless of whether the individual was on board the commercial launch vehicle at the time of the accident; or (2) substantial damage to property that is not associated with commercial space launch activities and that is not located at the launch site. The NTSB shall seek to enter into a memorandum of understanding with any other government agency with the authority to certify a commercial space transportation operation or investigate a commercial space transportation accident. The memoranda must delineate the conditions under and manner in which (1) a commercial space transportation accident that may be investigated by the NTSB will be investigated by the other agency, and (2) the NTSB will participate in the other agency's investigation.
National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.
Rural Hospital Extensions for Low-volume Programs Act of 2022 or the Rural HELP Act of 2022 This bill makes certain payment adjustments for Medicare-dependent hospitals and low-volume hospitals permanent (the adjustments currently expire at the end of FY2022).
Gateway Solidarity Act This bill authorizes the illumination of the Gateway Arch in St. Louis, Missouri, by blue and yellow lights to show support and solidarity with the Ukrainian people in 2022, within 15 days following enactment of this bill, for no fewer than 5 consecutive days; and annually on August 24, in recognition of Ukrainian Independence Day, until the President reports to Congress that the Russian government has ceased its destabilizing activities with respect to the sovereignty and territorial integrity of Ukraine.
This joint resolution nullifies the final rule issued by the Council on Environmental Quality titled National Environmental Policy Act Implementing Regulations Revisions and published on April 20, 2022. The rule restores regulatory provisions issued under the National Environmental Policy Act of 1969 (NEPA) that were in effect before being modified in 2020 by the Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act rule.
RETURN (Repealing Excise Tax on Unalienable Rights Now) our Constitutional Rights Act of 2022 or the RETURN our Constitutional Rights Act of 2022 This bill repeals the excise taxes on firearms and ammunition and on bows and arrows. It also repeals the excise tax on transferring and making firearms under the National Firearm Act.
