This resolution recognizes the achievements and goals of institutions of higher education that are designated as Asian American and Native American Pacific Islander-Serving Institutions on Asian American and Native American Pacific Islander-Serving Institutions Week and encourages eligible institutions to obtain the designation.
Unemployment Insurance Improvement Act This bill expands the list of requirements a state unemployment compensation system must follow to be compliant under federal law. Specifically, the bill requires the maximum benefit period available to an individual be at least 26 weeks. The base period used to determine unemployment eligibility must consist of at least four completed calendar quarters preceding the claim and must include the most recently completed calendar quarter. Further, compensation must not be denied to an otherwise eligible individual who earns at least $1,000 during the highest quarter and at least $1,500 during the entire base period. Finally, compensation must not be denied under an ability to work, active search for work, or refusal to accept work provision solely on the basis of the number of hours of work the individual is seeking, so long as the individual is seeking at least 20 hours of work or half the hours the individual typically worked. Employers that pay unemployment taxes to a noncompliant state system cannot claim amounts paid into the state system as a credit against federal unemployment tax due. The bill also requires states to meet specified online claim system accessibility requirements and to ensure that offline means of filing are available. A state that does not comply cannot receive federal funds for administration of its state unemployment system.
This bill requires the Department of the Interior to establish a grant program for plant genetics and genomics research related to (1) making riparian forests (e.g., forests on river banks) become more resilient to climate change and invasive species; and (2) providing critical habitat for animals and plants that are suffering from lost, degraded, or threatened habitat.
Agricultural Fairs Rescue Act This bill directs the Agricultural Marketing Service of the Department of Agriculture to establish a program to award grants to states or state departments of agriculture to provide support to agricultural fairs for losses sustained by such fairs due to COVID-19. As a condition of receiving a grant, recipients shall agree to (1) prioritize supporting agricultural fairs in the state facing the greatest financial hardship, and (2) use not more than 5% of grant funds for administrative costs incurred in providing support to agricultural fairs.
This resolution honors the life of Robert Dove, Parliamentarian Emeritus of the Senate, and offers the condolences of the Senate regarding his death.
We Need Eviction Data Now Act of 2021 This bill requires the Department of Housing and Urban Development (HUD) to establish and maintain a national eviction database. The database must contain eviction data compiled annually by state courts. HUD must award grants to local governments and nonprofit organizations to collect data from landlords on illegal self-help evictions for inclusion in the database. The bill also requires HUD to establish an advisory committee on eviction research.
Medically Tailored Home-Delivered Meals Demonstration Pilot Act of 2021 This bill requires the Centers for Medicare & Medicaid Services to establish a demonstration program to allow hospitals to provide medically tailored, home-delivered meals to Medicare beneficiaries who have a diet-impacted disease (e.g., kidney disease) and have daily living limitations. Participating hospitals must (1) retain a physician, registered dietitian or nutrition professional, or clinical social worker to screen, monitor, and coordinate services for individuals who receive meals through the program; and (2) contract with experienced organizations for meal delivery. Hospitals may choose to also provide meals to an individual's primary caregiver or to a dependent under the age of 18 who resides in the same household.

This resolution expresses support for the designation of Rail Safety Week.
Veterans Jobs Opportunity Act This bill allows a new business-related tax credit for the start-up expenses of a veteran-owned small business in an underserved community. The allowable amount of such credit is 15% of start-up expenditures that do not exceed $50,000. To be eligible for the credit, the small business must (1) be owned and controlled by one or more veterans or their spouses, and (2) have its principal place of business in an underserved community. An underserved community is any area located within (1) a HUBZone (as defined by the Small Business Act), (2) an empowerment zone or an enterprise community, (3) an area of low income or moderate income (as recognized by the Federal Financial Institutions Examination Council), or (4) a county with persistent poverty (as classified by the Economic Research Service of the Department of Agriculture).
ESP Family Leave Act This bill allows education support professionals to meet the hours of service requirements for family and medical leave if they have worked a number of hours equal to not less than 60% of the total monthly hours expected for their job descriptions and duties, as assigned for the previous school year. Education support professionals are employees within a public school or public institution of higher education which may include specified staff, such as paraeducators, administrative support staff, custodians, skilled trade workers, and nursing support staff. The Department of Labor may provide a method for calculating such leave for these professionals.
Military Suicide Prevention in the 21st Century Act This bill requires the Department of Defense to carry out a two-year pilot program to program suicide prevention resources onto smart devices issued to members of the Armed Forces and to provide training on these resources.
