Income and receipts taxes on public servicecorporations; authorizing localities to assess and tax real and personalproperty of public service corporations. Repeals existingstate and local gross receipts, revenue, and alternative minimum taxes that currently apply to public service corporations. The bill eliminatesthe authority of the State Corporation Commission to assess the taxvalue of real and personal property of public service corporationsand eliminates the authority of the Department of Taxation to assessthe tax value of real and personal property of railroads and pipelinetransmission companies. However, the Department of Taxation wouldretain such authority with respect to rolling stock. Thebill requires localities to assess and tax the real and personalproperty of public service corporations, except the rolling stockof railroads, in accordance with existing laws governing local realand personal property taxation.

Virginia Lottery Board; regulation of the manufacturing, distributing, operating, servicing, hosting, and playing of videogame terminals; penalties. Authorizes the manufacturing, distributing, operating, servicing, hosting, and playing of video game terminalsin the Commonwealth, to be regulated by the Virginia Lottery Board.The bill specifies the licensing requirements for the manufacture,distribution, operating, servicing, and hosting of video game terminals,requires employees of such licensees to be registered with the LotteryDepartment, and imposes criminal and civil penalties for violationsof the law and regulations related to video game terminals. The billprohibits any host location licensee from offering more than fiveelectronic gaming devices to the public for play at such host location'sestablishment. The bill imposes a 10 percent tax on all gross profitsfrom the play of video game terminals and provides for how the taxproceeds are disbursed. The bill also establishes the Problem GamblingTreatment and Support Fund, administered by the Commissioner of Behavioral Health and Developmental Services, to provide counseling and othersupport services for compulsive and problem gamblers, develop problemgambling treatment and prevention programs, and provide grants tosupport organizations that provide assistance to compulsive gamblers.

Payment of motor vehicle sales and use tax.Allows a lessee of a motor vehicle to pay the motor vehicle salesand use tax due on such vehicle in equal monthly payments as partof the lease payment.
Department of Historic Resources; duties.Requires the Director of the Department of Historic Resources toreview and respond to any request from a federal agency for a consultationprocess under the Director's authority as the State Historic PreservationOfficer for review, concurrence, or execution of reports, agreements,determinations, and other documents within 30 days or such periodof time that is less than 30 days if requested by the federal agency.The bill provides that if the Director does not respond to the federalagency within the requested time, the Director's review will be deemed waived and, if the Director's approval, concurrence, or executionhas been requested, such approval, concurrence, or execution shallbe deemed granted. The bill also places certain deadlines by whichthe Director must take action on applications for a permit for anarchaeological field investigation involving the removal of humanskeletal remains or associated artifacts from any unmarked humanburial.
Virginia Law Officers' Retirement System; additional retirement allowance; retirement age. Changes the age through which a retired law-enforcement officer covered under the Virginia Law Officers' Retirement System (VaLORS) is entitled to receive an additional retirement allowance from the law-enforcement officer's sixty-fifth birthday to retirement age as defined by the Social Security Act. This change aligns the additional allowance with that currently provided under the State Police Officers' Retirement System. This bill was incorporated into SB 1019.
Industrial hemp; federal regulations; adoption in Virginia. Directs the Board of Agriculture and Consumer Services to conform the regulations of the Department of Agriculture and Consumer Services to any federal regulation adopted by the U.S. Department of Agriculture, immediately upon publication in the Federal Register, that materially expands opportunities for growing, producing, or dealing in industrial hemp in the Commonwealth. The bill exempts such regulatory amendments by the Board from the Administrative Process Act. The bill contains an emergency clause.
