Income tax credit; braille labeling program. Creates a nonrefundable individual and corporate income tax credit, as applicable, for taxable years 2026 through 2030 for up to $50,000 of expenditures incurred in the development and implementation of a braille labeling program on products, items, or packages sold in or shipped within the Commonwealth. The bill specifies that the aggregate amount of such credits allowed for all taxpayers in a taxable year is $500,000 and that any credit not usable for the taxable year in which it is first allowed shall not be carried over for credit in any succeeding taxable year.

Cruelty to animals; malicious killing of a dog or cat; penalty. Creates, under the animal cruelty provisions, a Class 6 felony for any person who maliciously kills any dog or cat that is a companion animal whether belonging to him or another. Currently, such felony applies only to a person who (i) tortures, willfully inflicts inhumane injury or pain not connected with bona fide scientific or medical experimentation, or cruelly and unnecessarily beats, maims, or mutilates any dog or cat that is a companion animal whether belonging to him or another and (ii) as a direct result causes serious bodily injury to such dog or cat that is a companion animal, the death of such dog or cat that is a companion animal, or the euthanasia of such animal on the recommendation of a licensed veterinarian upon determination that such euthanasia was necessary due to the condition of the animal.

A BILL to amend and reenact § 2 of Chapter 8 of the Acts of Assembly of 1989, Special Session II, as amended by Chapter 538 of the Acts of Assembly of 1999, Chapter 296 of the Acts of Assembly of 2013, and Chapter 1230 and Chapter 1275 of the Acts of Assembly of 2020, relating to issuance of bonds for the U.S. Route 58 Corridor Development Program.

Department of General Services; independent agency; evaluation. Directs the Senate Finance and Appropriations Committee and the House Appropriations Committee to convene a work group to assess the process and provide recommendations related to the transition of the Department of General Services from an executive branch agency to an independent agency of the Commonwealth pursuant to the intent of the General Assembly that (i) the Department transition to better serve the executive, legislative, and judicial branches, as well as independent agencies of the Commonwealth, and political subdivisions thereof, equally and (ii) such transition be finalized in the 2027 Regular Session. The Senate Finance and Appropriations Committee and the House Appropriations Committee shall submit a joint report of the work group's findings and recommendations to the Governor and the General Assembly by October 15, 2026.

Directs the Department of Education to develop and make available to each school board (i) guidelines for including in individualized education programs strategies and supports to address and prevent bullying, harassment, and teasing, and (ii) model instructional programs or materials for students on awareness, understanding, and acceptance of neurodivergence.
