Local governing body meetings; public comment.Requires a governing body to provide members of the general public with the opportunity for public comment during at least half of the regular meetings held each fiscal year.
Historical designation for historical motorracing locations in Virginia. Directs the Department of HistoricResources to convene a group of stakeholders to initiate the creation,design, and implementation of a historical designation of historic NASCAR and other motor vehicle racing tracks and related real propertyin the Commonwealth for the promotion of tourism and economic developmentin Virginia.
Institutional racial segregation and discrimination. Repeals several Acts of Assembly from 1901 to 1960 that contain provisions that implemented and enforced racial segregation and discrimination in public facilities and common carriers, on public documents, and within the office of the State Registrar. This bill is identical to HB 1638.
Segregated accommodations and segregation districts for residences. Repeals Acts of Assembly that implemented (i) separate accommodations for white and African American passengers on steamboats and (ii) designation of segregation districts for residence. This bill is identical to HB 857.
Suspension of driver's license for nonpayment of fines or costs. Repeals the requirement that the driver's license of a person convicted of any violation of the law who fails or refuses to provide for immediate payment of fines or costs be suspended. The bill also removes a provision allowing the court to require a defendant to present a summary prepared by the Department of Motor Vehicles of the other courts in which the defendant also owes fines and costs. The bill requires the Commissioner of the Department of Motor Vehicles to return or reinstate any person's driver's license that was suspended prior to July 1, 2019, solely for nonpayment of fines or costs. Such person does not have to pay a reinstatement fee. The bill contains an emergency clause and incorporates SB 10, SB 514, and SB 814.
Campaign finance; reporting of certain contributions received immediately prior to legislative session. Requires anysingle contribution of $1,000 or more that is knowingly received or reported by a candidate for statewide office or the General Assemblyduring the period beginning January 1 and ending on the day immediatelybefore the first day of a regular session of the General Assemblyto be reported to and received by the State Board of Elections bythe end of the following day. The bill requires these contributionsto also be reported on the first regular report following the dateof the contribution.
Campaign Finance Disclosure Act of 2006; applicability to nominations and elections for directors of soil and water conservation districts. Removes the exemption to the applicability of the provisions of the Campaign Finance Disclosure Act of 2006 for directors of soil and water conservation districts, so that such candidates will be subject to campaign finance reporting requirements. The bill further provides that such a candidate may qualify for the exemption from reporting requirements if he does not solicit or accept campaign contributions and does not contribute personally to, or spend more than $1,000 on, his campaign.
Campaign finance reports; electronic filing requirement; local and constitutional offices. Requires candidates for local and constitutional offices to file campaign finance reports by computer or electronic means. Under current law, only candidates for local and constitutional offices in localities with a population exceeding 70,000 are required to file campaign finance reports electronically. The bill has a delayed effective date of January 1, 2021.
Primary ballot; certain required statements as qualification for candidacy; failure to timely file. Provides that the name of any person who does not file his written statement of qualification or statement of economic interests by the relevant deadline, or by the end of an extension period if an extension of the deadline has been granted by the State Board of Elections, shall not be printed on the primary election ballot.
