Driver improvement clinics; motorcycle driver improvement clinics; Motorcycle Driver Improvement Clinic Fund; created. Creates motorcycle driver improvement clinics, defined in the bill, as a subset of existing driver improvement clinics and provides requirements and parameters for the instruction and administration of the motorcycle driver improvement clinics. The bill authorizes courts to direct defendants who have committed violations while operating a motorcycle to attend a motorcycle driver improvement clinic and satisfy the requirements thereof. The bill also creates the Motorcycle Driver Improvement Clinic Fund for the operation and administration of motorcycle driver improvement clinics. The bill specifies that priority be given to the creation of motorcycle driver improvement clinics that operate as computer-based clinics.

State Corporation Commission; Phase I Utility; biennial rate review; reports. Directs the State Corporation Commission to adhere to certain requirements and consider certain enumerated factors in its 2026 review of the rates, terms, and conditions for the provision of generation and distribution services by Appalachian Power. The bill prohibits the Commission from approving a rate of return on common equity that is greater than the rate of return approved by the Commission as part of Appalachian Power's preceding biennial rate review unless Appalachian Power demonstrates that such increase is the approach to maintaining reasonable access to capital that results in the lowest cost to customers. The bill directs the Commission to conduct reviews of Appalachian Power's terms of service and rates for electric transmission and efforts to address rising costs of severe weather events. The bill also directs the Office of the Attorney General to conduct a study of the methods used to determine the cost of equity capital for investor-owned utilities.
Board of Education; through-year growth assessment system; alternatives during 2024-2028 school years permitted. Extends from the 2025-2026 school year to the 2027-2028 school year the period during which, pursuant to applicable law, the Board of Education is required to permit school boards to administer assessments as alternatives to the through-year growth assessment system established by the Board of Education. Under current law, the Board of Education is required to permit school boards to administer such assessments during the 2024-2025 through 2025-2026 school years.

Elections; filling vacancies in county and city governing bodies. Removes the ability to fill a vacancy in a county or city governing body by an interim appointment and requires that a special election be held to fill any such vacancy. The bill requires the local governing body to petition the court for a writ of special election within one day of the occurrence of the vacancy and for the court to promptly issue the writ for a special election no more than 45 days from the date the writ is issued, with extensions for special election dates that would conflict with primary and general elections.
